UG cadres held
IMPHAL, Apr 29: Four KCP (MC) activists have been apprehended by Imphal East commandos on April 26, informed a press release issued by the SP, Imphal East.
At about 5 pm of April 26, two KCP activists identified as Thounaojam Janek alias Jalk alias Sunil alias Purel (33) s/o Th Nabakumar of Moirang Oksubung and his wife Thounaojam ongbi Sachirani alias Iteima (28) were apprehended from Palace Gate along with some incriminating documents.
Further on the disclosure of Janek alias Sunil alias Purel, two more activists of the outfit were also arrested from their respective houses.
They are identified as Dr Imo Wahengbam (55) of Sagolband Sayang Pukhri Mapal and Nongthombam onbi Sharmila alias Shalini (28) w/o N Anand of Khurai Kongpal Sajor Leikai, added the release.
Peace Brokers appeal for peace
IMPHAL, Apr 29: The Zeliangrong Elders’ Forum of Peace Brokers has appealed to both the factions of NSCN (IM) and NSCN (K) to shun violence and to maintain peace in the Zeliangrong region of Assam, Manipur and Nagaland.
A press release issued by the Forum asserted that ‘Naga National workers’ should give peace a chance to bring a congenial atmosphere to help the people decide what is best for all.
Taking serious note of the precious lives lost in the factional killings, the Forum appealed to all to support the peace initiative being taken up by the Forum under the aegis of the Zeliangrong Union (AMN) for the security and well being of the public and national workers of all factions.
VA complains
IMPHAL, Apr 29: Drawing the attention of the Government of India, Government of Manipur and all other authorities concerned, the Nungba Area Village Authority Association has complained against non-payment of the wages under the NREGS works for 45 days for the year 2007-08 to the job card holders despite the works having completed within March 31, 2008.
In a statement, NAVAA chairman G Poukhuilung has urged all concerned for taking up necessary prompt action.
NEDFI PLR
IMPHAL, Apr 29: As per a decision adopted during a recent meeting of its Board of Directors, the North Eastern Development Finance Corporation Limited (NEDFI) has revised its PLR (Prime Lending Rate) from 10 percent per annum to 10.75 percent per annum with effect from April 1, informed a NEDFi release.
TSA condemns bomb blast
IMPHAL, Apr 29: The Thadou Students’ Association, Sadar Hills has strongly condemned the April 24 bomb blast at near the Babupara quarter of PHE Minister TN Haokip as well as the attempt to abduct Moreh College Principal and pledged its support to any movement launched by the HTC on the latter issue.
On other issue, the TSA decried that official works of the Division Forest Officer, Northern Division HQs Kangpokpi is being carried out from the Imphal office of the Department.
Reminding that TSA had already apprised the Forest Department authorities (PCCF) through a memorandum on April 5 for shifting the Division Forest office to its original location in Kangpokpi, the student’s body cautioned that as the ten day timeframe on the matter had ceased without any positive response from the Government any undesired incident that arises as a consequent of TSA’s movement for justice should be borne by the Government.
It also prevailed upon the Government to ensure completion of renovation/repairing works of NH-39 before the onset of rainy season to prevent the TSA from pursuing its own course of action.
PREPAK refutes
IMPHAL, Apr 29: The proscribed PREPAK has denied any relation between the outfit and K Ningthem alias Ibomcha (35) s/o K Gobar-dhan and Kh Ojit s/o late Kh Kumar, both belonging to Ningel Mayai Leikai.
Ningthem and Ojit were pulled up by a team of 34 Assam Rifles on the charge of being PREPAK cadres during a search operation at Ningel on April 27, said a release issued by the PREPAK Thoubal district commander Ajit Meitei.
The statement of the AR that both Ningthem and Ojit are cadres of the PREPAK and that Ningthem a Sergeant Major of the outfit is totally baseless and unfounded, asserted Ajit.
Clarifying that there is no Sergeant Major by the name of Ningthem or any cadre by the name Ojit, the outfit accused the security forces of committing various atrocities on the people of the land.
It alleged that there is nothing in security forces committing excesses against innocent civilians under false and fabricated charges.

IMPHAL, Apr 29: Annual general body meeting of the All Manipur Working Journalists’ Union (AMWJU) for the year 2007-08 will be held on May 11 at 10 am at the Manipur Press Club, informed an AMWJU release while intimating all the mem -bers to attend the meeting.
Meanwhile, it is reported that noted photo journalists Raghu Rai will be arriving at Imphal tomorrow.
He would be attending an interactive programme with the photo journalists of the State at 3 pm at Manipur Press Club tomorrow.
Village authority decries
IMPHAL, Apr 29: The Pongringlong (Charoipandongba) Village Authority has decried the deed of lease signed between Gainaichung Malangmei of Pongringlong village and Heikrujam Thoithoi Singh of Khumbong on August 11 for leasing out land/farmland of the village measuring an area of 200 hectares for a period of 99 years without the knowledge of the village authority.
An emergency meeting held on April 22 at the public ground of Pongringlong village has also resolved to oppose the lease signed between the duo for the purpose of setting up a bamboo plantation/farm under the ownership of the Manipur State Young Farmers’ Association for which Thoithoi is the president, according to a statement jointly issued by chairman of the Pongringlong village authority G Lungaingam and secretary of Pei (Thoubei) of the village G Ningtoulung.
Auto-rickshaw drivers appeal
IMPHAL, Apr 29: The All Manipur Auto-Rickshaw Owners’ and Drivers’ Association has appealed to all UG groups concerned to withdraw the monetary demands they made to the auto-rickshaw drivers.
A press release issued by the Association said that almost all the auto-rickshaw drivers belong to the economically underprivileged sections and are living on the meagre income earned from their daily service.
Informing that one UG group has withdrawn its demand, the Association asked two other groups whose demands still stand today to withdraw their demands considering the plight of the auto-rickshaw drivers.
It further appealed to all UG groups not to make any monetary demand to the auto-rickshaw drivers who are living hand to mouth.
UNC, ANSAM, NPMHR, NWUM condemn
IMPHAL, Apr 29: The United Naga Council, Naga Women Union (Manipur), All Naga Students’ Association Manipur and Naga Peoples’ Movement for Human Rights strongly condemned the recent Cabinet memo to go ahead with the Mapithel Dam construction activities.
Terming the Cabinet stand as dictatorial and insensitive, a joint statement of the tribal bodies decried that instead of relying on democratic means to resolve the issue by accommodating genuine and legitimate demands of the Dam affected people, the Government is attempting to muffle voices of the people through heavy deployment of security forces.
The bodies also observed that setting up of the ‘expert review committee’ to look into grievances of the affected people is merely an eyewash as the Government is adamant to consider recommendations of the panel.
Prevailing upon the State authorities to adopt pro-people policy instead of attempting to use military might in trampling rights of the people, the bodies reminded that the tribal people will uphold its inherent and inalienable rights over land, forests and other natural resources at any cost and any untoward incident arising out of the issue would be responsibility of the Government.
Aquaculture training
IMPHAL, Apr 29: A training programme on “Intensive Aquaculture in Ponds and Tanks and Reservoirs Fisheries” sponsored by the National Board of Fisheries Development, Hyderabad started from today at the training of KVK, Hengbung, Senapati district, informed a release.
Altogether 30 fish farmers are participating in the training programme, it added.

Five UG cadres held

IMPHAL, Apr 22: Five UG cadres and a sympathiser have been pulled by Imphal East commandos in the last 48 hours.
A press release issued by SP Imphal East Th Radheshyam informed that one KYKL cadre identified as Salam Shyamkumar alias Ibomcha (26) s/o S Shyamkesho of Arong Makha Leikai was apprehended by Kwakeithel Leimajam Leikai along with a demand letter at about 3.10 pm yesterday.
A sympathiser of the proscribed PREPAK identified as Dipak Gupta alias Dipak (36) s/o Debeshwar Gupta of Paona Bazar was also pulled up Khurai Tilipati at about 6 pm yesterday.
This was followed by arrest of a PREPAK cadre from Thambalkhong at about 11.30 last night.
The cadre is identified as Leimapokpam Boby alias Sana (26) s/o L Achoubi if Thambalkhong Lisham Leirak.
On verification, he disclosed that he was involved in the hijacking of a Tata truck on April 8 which was recovered by Imphal East commandos from Huidrom Pourabi.
Further two more PREPAK cadres have also been apprehended this morning.
While Ningthoujam Bikananda alias Beb Meitei (23) s/o N Kumar of Yaingangpokpi Sana Ingkhol was pulled up from a rented house of Tarung village, the other cadre identified as Sanjenbam Chitaranjan alias Koba (36) s/o S Noyon of Sega road Khwairakpam Leikai was arrested from Keisampat oil station
One KCP (MC) cadre identified as Leimapokpam Punil alias Ibungo (27) s/o L Joy of Khurai Thangjam Leikai was also pulled up from his locality at about 4 am today, conveyed the release.
Training programme ends
IMPHAL, Apr 22: The training cum demonstration programme organised exclusively for fisher-women by the All India Women’s Conference, Manipur State branch under the sponsorship of National Fisheries Development Board, Hyderabad at Tokpa Ching village community since April 13 concluded today with a simple function.
The concluding function was addressed by retired Joint Director of Fisheries Department Kh Chandra Singh and National and State awardee in pisciculture S Surchandra as resource persons.
The resource persons explained on preparation of ponds for fish rearing and rearing of different varieties fish profitably. The function which was attended by more than 50 fisher-women culminated with distribution of certificates to the trainees.
Assn urges
IMPHAL, Apr 22: Backward People’s Welfare Act- ion Association, Nungba has urged the Governor of Manipur to enforce the provisions of Article-371-C(2) of the Constitution of India and direct the State of Mani-pur to hold the election of the Autonomous District Councils in the Hill areas of Manipur. In a memorandum submitted to the Governor, Assn president Angam Kamei also urged for withdrawing the functioning of the Panchayats/Municipa-lities/Town Committees from the hill areas.
AR refutes
IMPHAL, Apr 22 : Reacting to the allegations raised by the local people of Yairipok and published in the State dailies following the killing two by Assam Rifles troops on April 18, the PRO of Assam Rifles in a statement today said that the two slain youths belonged to the proscribed PULF (Azad) faction.
The PRO said that follo-wing inputs about the pre- sence of S/S assistant finance secretary, Md Mustafa and S/S pvt Abdul Aziz alias Tomba of the finance department of PULF (Azad) and their group commander Md Sana in Yairipok Tulihal village, security forces established multiple ambushes/mobile vehicle check post s on all roads leading to Yairipok Tulihal.
House to house search operation was also conducted, said the PRO and added that the two slain PULF cadres escaped from the village taking a less utilised road. They were however confronted by the security forces, said the statement and claimed that they were killed in retaliatory firing.
The allegations that they were first arrested with their legs tied and later done to death are baseless and wrong, asserted the PRO.
Khongjom Day

Fire mishap
IMPHAL, Apr 22: Three rooms of the Sendra Junior Boys School located under the jurisdiction of Moirang police station have been burnt in a fire mishap at about 10. 10 am today.
The three rooms apparently caught fire when the fire put on in a nearby spot to burn waste materials was blown towards the room by a gusty wind.
BSF IG calls on Dr Sidhu
IMPHAL, Apr 22: Inspector General of Border Secu- rity Force’s Frontier headquarters PK Mishra called on the Governor Dr SS Si-dhu and discussed on the prevailing security scena-rio in the State at the Raj Bhavan today. The IG, who is on a three day visit to the State had earlier met CM O ibobi Singh and State police chief Y Joykumar for in-depth discussion on the prevailing situation in the state as well as on operational matters, informed a BSF release. Moreover, during his stay here, PK Mishra covered Chura-chandpur, Bishnupur and Imphal East districts during his field visits in addition to interacting with local populace and listening to their (locals) problems. He (Mi-shra) reiterated commitment of the BSF towards a humane view in dealing with insurgency and safeguarding the honour and dignity of the people of Manipur, the release added.

IMPHAL, Apr 22: A day-long ‘outreach reproduc- tive and free child health medical camp’ was held at Molkon PHSC today under the aegis of District Health Mission Society, Senapati as a part of the National Rural Health Mission programme.
The programme was attended by specialist doc- tors from District Hospital (Senapati), Medical officers of various institutions of Sadar Hills and personnel of National Rural Health Mission blocks.
In all 312 persons were check and medicines provided free of cost to the needy patients.

Tharon VA clarifies on charges

IMPHAL, Apr 14: Reacting to the press statement issued by the Tamenglong Block Congress Committee-I accusing SDO/PO (NREGS) Joseph Pauline of misappropriating about Rs 4 lakhs meant for payment to Tharon villagers as published in this paper on April 10 issue, the Tharon Villa Authority chairman has dismissed the charges as baseless.
A statement issued by Tharon Village Authority chairman Keirenlungbou Dichongta also condemned the BCC-I Tamenglong for levelling false charges against the sincere and devoted official. The word ‘imposter Chairman’ levelled against Keirenlungbou is baseless as the chairman has been holding the post for the past three years and have been re-elected to chairmanship unanimously as per the election code of conduct, it contended.
Clarifying that SDO/PO (NREGS) Tamenglong Joseph Pauline is innocent in the implementation of NREGS programme of Tharon village, it appealed to the general public not to be misguided by the allegation of vested political interest groups against a sincere Government official.
VPC condemns: While condemning the attempt to kidnap Moreh College Principal S Lungjapao Vaiphei, Vaiphei Peoples Council urged the State Government to arrest the culprits as soon as possible.
Fire Service Week

IMPHAL, Apr 14: As in other parts of the country, the Fire Service Day 2008 and Fire Service Week 2008 (April 14-20) observation have been kicked off today. The observation is in remembrance of the 66 fire fighters who died in fighting an inferno at Mumbai in 1944 with the objective to create awareness among the mass about the risk of fire mishaps and preventive measures. Even though the Fire Service Department was established in Manipur on April 14, 1957, limited awareness on the part of people about possible causes of fire mishaps, negligence and lack of adequate of man power, equipment and fire service sub-stations have been causing heavy casualty and loss at the time of fire mishaps. According to the Fire Advisory norms of the country, there should a fire station for a distance after every 5/7 kms. Each station should have at least 17 fire men.
However, there are only 16 fire stations for the whole State of Manipur. These stations are located at Imphal, Moirang, Churachandpur, Thoubal, Kakching, Jiribam, Mayang Imphal, Tamenglong, Bishnupur, Moreh, Kangpokpi, Ukhrul, Senapati, Chandel, Sugnu and Singhat. At these fire stations excepting Imphal, there are only about 7/8 fire men. Even though the Imphal fire service station is capable of combating two fire accidents at the same time, no other station is equipped to fight two fire mishaps simultaneously.
Other than the Imphal station, other stations are equipped with only a jeep and a fire tender each. Such acute shortage of manpower and equipment has been severely crippling these fire stations. Speaking to these reporter, an official of the Manipur Fire Service Department asserted that it needs a strong public pressure to improvise and enhance the fire-fighting capability of the Manipur Fire Service.
At a time when the term ‘Fire Service’ is being replaced with ‘Fire Emergency Service’, the existing infrastructure of the Manipur Fire Service Department remains quite pathetic, he lamented. According to the norms of the National Building Construction, for every building rising to 15 metres or above, it is mandatory to seek approval from the Fire Service Department. However, the norm is never followed in Manipur, the official decried. Conceding that fire fighters cannot restore a burnt structure, he appealed to the public to help fire fighters control fire mishaps and cooperate in their struggle to prevent a raging fire from engulfing other surrounding structures.
AR donates water tanks
IMPHAL, Apr 14: Commandant of 18 Assam Rifles after having discussion with villagers presented a water tank each of 1000 litres to Kampang Khunou and Lamlong on April 12.
Personnel of the same Battalion also helped a child from Tengnoupal in refering to RIMS Hospital after he had developed acute breathlessness all of a sudden. The child was first given first aid at its hospital.

Stirs lined up
IMPHAL, Apr 14: With the deadline set to the Government in connection with the killing of Inaothoibi, a you-ng widow, over, the JAC formed in this connection has resolved to take recourse to various intense agitation with effect from April 16.
The spokesperson of the JAC H Imo said that with the expiry of the deadline serv-ed to the Govt today, the proposed agitations were to be launched from tomorrow. However, with the Asthi Sanchay of the victim due to be held tomorrow, it has been decided to launch the agitation from April 16.
Public rally, hunger stri-ke, slogan shouting in front of DC office, etc are among the form of agitations to be launched for the first phase and would be followed by road block, the spokes-person disclosed.

AR leadership seminar
IMPHAL, Apr 8: The 22 Assam Rifles of 10 Sector based in Maram of Senapati district organised a day long seminar on April 6 for the local students on various challenges faced by the children with mental disorder.
Informing that over 150 students of St Xaviers School, Makhan attended the seminar, a release of the PRO IGAR (S) said lead speaker Commandant 22 AR, having extensive specialised training at national and international levels urged the students to take enough care of disabled children.
Calling upon the students to view these children as specially abled and not as handicapped, the Commandant also highlighted the crucial role of parents and teachers in understanding the peculiar and special capabilities and needs of their children and students.

IMPHAL, Apr 8: The Lions Club of Leimarol, Imphal yesterday observed the World Health Day at the premises of the School of Nursing, Khabeisoi, Porompat.
The observance function was marked by educa- tional lecture and talk given by Dr P Rajmani Singh of Lions Club of Imphal and Dr H Ibemhal Devi, chair-person of Health Committee of Lions Club of Leimarol, Imphal. Dr Rajmani deliver-ed his lecture on the topic of ‘Global environment change’ and Dr Ibemhal on ‘Climate change and human health’. Forest Dept decried
IMPHAL, Apr 8: Meeyam-gi Yaipha Maikei, Sekmaijin Khunou has decried the alleged failure of the Forest Department and its officials concerned to come and pick up an injured Sangai fawn (brow antler deer and State animal) that has been strayed into human habitation area inspite of being informed repeatedly.
According to secretary general of the organisation NC Sanjoy, the fawn was rescued by the local residents in an injured condi- tion from Sekmaijin Maning Leikai (Thoubal district) area early in the morning today after it swam across Manipur river and strayed into human habitation area.
Information had been given to the Chief Wild Lid Warden, but till late evening no one has come to pick up the animal, Sanjoy lamented.

IMPHAL, Apr 8: The Zeli-angrong Students’ Union, Tamenglong district has expressed deep sorrow over the sad demise of its officials namely L Tongsin, 32, Executive Engineer of Railway Construction Division, of Churachandpur; P Gogoi, Assistant Engineer of Shivsagar, Assam and Dri-ver Ranu Dev of Silchar who met with an accident yesterday at around noon near Tatbung village along Imphal-Jiribam Road (NH-53) while they were on their way to investigate in connection with construction of the Jiri-Tupul Railway line.

IMPHAL, Apr 8: A one-day workshop on ‘Importance of emotional aspects of learning in children’ was organised by Manipuri Wo- men’s Network for Peace and Development on April 6. The workshop focused on the school teachers with the main objective of giving awareness on how to identity and deal with proble- matic children.
Airport expansion
IMPHAL, Apr 8: Alleging that the Congress Block level conference scheduled for April 10 at Mekola Bazar is another effort of the Ibobi Government to befool the people of the area on Airport expansion, JAC Against the Acquisition of Land for Expansion and Extension of Imphal Airport warned the organisers not to organise such conference inside Naoriya Pakhanglakpa AC. The JAC will put its full effort to stop the conference and the Government would be responsible for the consequences, a press statement warned.
KSO urges
IMPHAL, Apr 8: Kuki Students’ Organisation, Tuilang Block (IT Road) urged the Works Minister K Ranjit to conduct a spot enquiry on the work progress of the IT Road. Conveying that a team of the students’ body during its spot enquiry found the construction works had not maintained quality, while many spots need resurfacing again, KSO informed the Minister that a large portion of the stretch has not yet started construction.

IMPHAL, Apr 8: Along with arriving at an understanding , a joint meeting of the leaders of the All Manipur Students’ Union (AMSU) Headquarters and Kuki Students’ Organisation (KSO), General headquarters held at AMSU headquarters today to discuss the issue related to Moreh College has resolved to jointly inspect the condition of the said college probably on April 10 to find out ways and means of development of the college in the interest of the student community. Further, the meeting has also agreed to work together toward ensuring no unwanted incident ever occur in the college in the future.

Six anti-socials injured: Six anti-socials were injured when a crude bomb being made by them exploded at Gurhanawa Brita Tola village in Bihar’s East Champaran district, Superintendent of Police N H Khan said today.

IMPHAL, Apr 8: On the first day of the 10 awareness programmes on road safety to be organised by Weaker Section Empowerment and Vocational Education Society (WEAVES), Takyel Khongbal Mayai, Imphal West Traffic Police ASI Kh Shyam Singh and other resource persons today gave awareness to the students of Ibotonsana Girls Higher Secondary School.
Awareness will also be given to the students of Kebol Girls Higher Secondary School, Tera Keithel, NAIMS Academy, Langol, Bless Higher Secondary School, Tera Keithel and Paree Imom Sindam Sang, Langjing one after another upto April 15.

ICHAM urges Govt
IMPHAL, Apr 8: Information Centre for Hill Areas, Manipur (ICHAM) and Kharao Khaorui-Yairum Naga Students Association (KKYNSA) in a recent visit to 18 villages of Saikul, Chingai, Ukhrul and Karong ACs found that facilities of education, health, electricity and road are deplorable. ICHAM submitted a memorandum to Education Minister in this connection, while the Minister also assured to construct new building of Kachai High School by putting the proposal in the work programme. Maintaining that cold diarrhoea and malaria still kill many in remote areas, ICHAM also urged to provide better medical facilities to these areas.

IMPHAL, Apr 8: Alleging that Mapithel Dam, Nongdam Dam and Thoubal Dam were constructed without proper survey, Sikibung/Sharkaphung Village Authority appreciated the visit of expert committee members to Sikiphung Village on April 3. The organisation also appealed the authorities concerned to act fairly in terms of expedition survey to avoid unwanted consequences.

IMPHAL, Apr 8: Based on specific information troops of 10 Assam Rifles of 26 Sector launched operation in the general area of Haika near Sajik Tampak on April 7 during which a PLA cadre identified as SS Pvt Loken (36) s/o Mangal Singh of Sugnu was arrested, informed a PRO IGAR (S) release. stating that Loken (No 2273) was apprehended during a futile attempt to breach the security dragnet taking advantage of darkness, the PRO conveyed that the arrested person has been handed over to Kakching police station today.

JAC condemns
IMPHAL, Apr 5: While strongly condemning the alleged denial of entry to the residence of Minister L Jayantakumar who is also the MLA of Keishamthong Assembly constituency by security personnel, the JAC Against the Brutal Killing of L Uttam Kumar has sought support and cooperation from the people of Manipur towards its movement for justice. A statement issued by the JAC conveyed that a large number of people including women went to meet Jayan-takumar at his residence at about 4 pm today. However, the people were not only denied meeting with the Mi- nister but also abused with unparliamentary words.
The JAC also accused Minister Jayantakumar of deliberately scheming to avoid meeting with the people. Reiterating that the JAC has made all preparations to launch more intense forms of agitation, the JAC decried the alleged physical abuse, arrest and harassment of the people of Keisham-thong A/C being perpetrated at the behest of Chief Minister O Ibobi in the aftermath of the killing of Longjam Uttam Kumar by police commandos clad in civilian clothes at his own home. IMPHAL, Apr 5: A one-day environmental awareness programme on ‘Solid Waste Management’ was held at Kangla Hall here today.
The programme was organised by All Manipur Progressive Farmers’ Association (AMPFA) under the sponsorship of Manipur Pollution Control Board (MPCB). MPCB chairman E Dwijamani Singh, MLA Th Lokeshore Singh and AMPFA president Joy Nongmaithem were respectively chief guest, president and guest of honour of the inaugural function of the programme. In his key note address, organisation secretary of AMPFA N Basanta observed that with development the number of commodities required and used by human beings has been increasing. However discarding or piling up of the waste materials generated from these commodities improperly gives a serious impact in environment. So proper identification of the waste materials and make arrangement for their disposal is essential. Assistant Environmental Engineer of MPCB S Premkanta pointed out that every year in India, 5000 tonne of plastics are used and out of this, around 2000 tonne are recyclable or reusable and the rest are not. Moreover, in India an individual uses around 4 kgs of plastic in a year on an average as against 20 kgs in other developed countries of the world. But the pertinent point here is that inspite of high level of plastic use in the developed countries, the level of pollution is less unlike in our country where people do not care about proper disposal of the plastic waste despite knowing its harmful impact on he environment. There has also been no solid waste treatment plant in the State so far, Premkanta said, while appealing to the people not to buy polythene bags for carrying things unless it is of milky colour. MPCB chairman MLA E Dwijamani called upon all the people in the State to act as an environmental activist and contribute their mite in the ongoing world-wide campaign for protection of the environment.

Mishap claims two lives

IMPHAL, Apr 5: Two persons including a six year old died following a head-on collision between a truck and maruti Van at Wangjing Boroi Makhong area in Thoubal district today afternoon.
According to information received by the press, the victims were occupants of the Maruti Van identified as driver of the Van Okram Ibosana (55) s/o (L) Iboton of Thoubal Ningombam and Nahakpam Ngamba (6) s/o Rajendro of Wangjing Lamding Kalikhong.

IMPHAL, Apr 5: based on specific information troops of 13 Assam Rifles of Sector launched operation in the general area of Ringul and seized 250 kgs of ganja from an isolated hut today, said a release of PRO IGAR (S).
Informing that the owner of the hut managed to flee before arrival of the troops, the release stated that the recovered ganja had been handed over to authorities of Narcotics Control Bureau, Regional Unit Paona Bazar.

IMPHAL, Apr 5: Stating that the Divisional Forest Office, Northern Division, Hqs Kangpokpi has been carrying out all its official works at Imphal with all the staff attending office at Imphal, the Thadou Students’ Association, Sadar Hills has served an ultimatum to the Principal Chief Conservator of Forest to shift back the office at Kangpokpi within 10 days.

CORE decries
IMPHAL, Apr 5: The Centre for Organisation Research and Education (CORE) has decried the failure of the State Government to provide the information it sought on police reforms and its commissions and authorities through the RTI.
A press release issued by CORE alleged that even as the State Government had submitted an affidavit to the Supreme Court declaring constitution of the State Security Commission, State Level Police Complaint Authority and the District Level Police Complaint Authority in all districts of Manipur, no such commissions or authorities can be found in the State.
Yet, the State Information Commission has decided and instructed the State authority to provide the information CORE sought within two weeks, it informed.
CORE further noted that it is high time for the State authority to implement the affidavit submitted to the Supreme Court regarding police reform in public interest as well as for the end of justice.

IMPHAL, Apr 5: The biennial Ningombam Pramodini Ningshing Sahitya Mana instituted by the Manipur Sahitya Samiti, Thoubal has been conferred to Arambam Memchoubi for poetry collection Idu Ningthou.
The award carrying a cash prize of Rs 8000, a shawl and a citation was presented to the writer during a simple function held YVU Bhavan, Thoubal today.

JIRIBAM, Apr 4: Two vehicle lifters were nabbed by Jirighat police yesterday at the police check post while they were making their way towards Manipur from Silchar, police sources said.
A Maruti van bearing No. MZ-01-C 3258 stollen from Silchar was seized from the duo, who were identified as L Sunil (22) s/o L Suren of Kalinger Jiribum and H Inao (35) s/o H Bashi of Wangoi Imphal, said the OC of Jirighat, Yasin Ali.
Notably, H Inao works with Manipur Police Department bearing service No 0101287 and he is currently posted at Jiribum, the sources added.

Telegraph slammed

IMPHAL, Apr 3: Describing as amateurish and unacceptable insertion of photograph of ACAOM Lup advisor H Kula and captioning the snap as that of the RIMS Director L Fimate in the April 1 edition of the Telegraph newspaper, the civil society organisation has demanded that an unconditional apology be tendered within five days.
Speaking to newspersons at its Sagolband office today, general secretary of the Lup Chandramani Khuman observed that such wrongful publication imperils the advisor’s life as an attrition is ensuing between the RIMS director and the armed group KCP (MC).
While Prof L Fimate is being provided round the clock security, H Kula is a commoner and possibility of the banned group targeting the advisor through mistaken identity could not be ruled out, reasoned the general secretary.
Chandramani further asserted that Imphal correspondent of the national daily and associate editor cum North East in-charge of the Telegraph own responsibility and apologise at the Lup’s office within the stipulated period.
Asserting that failure to honour the proposal would constraint the Lup to ban the newspaper, the general secretary further cautioned newspaper distributor/s against sale of the said paper to avoid punitive action.
Chandramani also confided that legal action through relevant court of law would also be initiated for endangering life of the advisor in case of failure to tender the apology.
Bodies reject JFM
IMPHAL, Apr 3: A joint statement issued by the presidents of Raphei Katamnao Long, Zingsho Katamnao Long, Zingtum Katamnao Long and Tangkhul Aze Katamnao Long said that the tribals of the State vehemently reject the JFM notification under the Reserve Forest Act of 1927. Accusing that the notification is a process of displacing tribals from their own land, the statement asserted that implementation of JMF on non-Govt property and where Govt has no proprietary right is violation of sub-section (1) and (3) of Section 29 of the Forest Act 1927. The statement added that by law tribal land cannot be transferred to non-tribals, and Forest Department cannot be an exception. MLR and LR act 1960 Section 1 (2) recognises tribal ownership of land in the hills of Manipur, it added.

Imphal, apr 3: To protest the monetary demand served on the Nirmalabas High School Van Service Welfare Association has decided to suspense service for two days on April 4 and 5, said a statement issued by the Association today. The statement said that even though they had earlier issued a statement through the media that they are eking out a living by ferrying students and are contributing handsomely towards promoting quality education, they were threatened to cough up the money, constraining them to lodge their protest. Appealing to the parents and the school authority to understand their plight, the statement added that the Association has been disbanded and urged all not to impose any diktats on the Association.

Mayai Lambi bandh on

IMPHAL, Apr 3: Following three days of protest sitting against the killing of Longjam Utamkumar by police commandos in civies at his own home at Keishamthong Longjam Leirak, the JAC Against the Brutal Killing of L Utamkumar has imposed an indefinite bandh along Mayai Lambi from 6 am today.
Consequent upon the bandh, markets and educational institutions located along the road remain closed today.
Since early morning JAC members and bandh supporters piled up boulders and poured out used lubricants to enforce the bandh. However, at about 10 am, the bandh supporters were dispersed by a police team using tear gas shells.
This was followed by deployment of police and IRB personnel along the road.
Ultimately, vehicular traffic was restored along the road. The corpse of Longjam Utamkumar still remains at RIMS mortuary unclaimed.

IMPHAL, Apr 3: A short animation film Ita Thaomei based on the popular folk tale of the same name has been formally released today at the conference hall of the Software Technology Park of India, Mantripukhri.
The pioneering animation film of 40 minutes is produced by X-treme Wave. Dr Thangjam Rabikanta is the art director of the film.
Animation of the film was done Rajkumar Sanahal and Wairokpam Trishinath. Hijam Satyabrata, cartoonist of this paper, is also one of the artist who drew different characters of the film.
The release function of the film which costs about Rs 15 lakhs was graced by Hareshwar Goswami as chief guest and director of Multimedia Research Centre Dr Premchand as functional president.

KRA (U) admits killing KRA chief

IMPHAL, Apr 2: Finally the KRA (U) has claimed responsibility for killing KRA chief Hangshing in November last year at Delhi.
Briefing media persons at a place somewhere in Kangpokpi today, vice-president of the KRA (U) Alen gave several reasons for eliminating Hangshing.
When he was the leader of KRA, Hangshing in connivance with the chief of Jalenphai village located under Saikul sub-division, bought the village in his name using party fund.
Infuriated with the activities of Hangshing, four cadres of the outfit linked up with Assam Rifles and started plotting to effect the arrest of party cadres.
In the subsequent development, Hangshing shot dead KRA deputy commander in-chief Paominthang alias Collins, captain Seilen alias Robert, maj Max, Jamthang of Kuki Inpi Saikul and Takhellambam Nando of Kairang.
The corpse of Nando cannot be located till date.
Further, Hangshing murdered Paolun Chongloi, Paocha Chongloi, Lalminthang Chongloi and Romen Chongloi, disclosed Alen.
Because of all these criminal activities, the KRA (U) was compelled to eliminate Hangshing, he stated.
He further clarified that the elimination of K Hangshing was not connected in any manner with Seitinmang Chongloi, Bungkholal Chongloi, Paojang Chongloi, Nejahen Chongloi and Guna of Kairang.
Stating that Seitinmang Chongloi was not president of the KRA (U), vice-president Alen informed that he has been acting as president of the outfit following the arrest of president David from Dimapur.
Terming the recent killing of four persons including Seitinmang Chongloi by the KRA for their alleged involvement in the elimination of Hangshing, Alen asserted that the activity cannot be related to the KRA (U).
The four went to attend a negotiation meeting aimed at ending the feud between Hangshing and Chongloi families.

Mayailambi bandh from today
IMPHAL, Apr 2: As the State Government failed to respond positively to their demands, the JAC constituted against the killing of L Uttamkuamr called indefinite bandh at Mayailambi from 6 am of April 3. Urging the public to cooperate with their agitation, JAC warned with dare consequences if anybody tries to come out against the bandh.
Meanwhile, expressing concern over the killing, Apunba Lup today warned that the Lup would not remain silent if the Government does not punish the police personnel involved in the killing.

IMPHAL, Apr 2: Manipur Hill Areas Autonomous District Council sent a memorandum to Prime Minister Manmohan Singh urging to intervene personally to restore elections of the Council on time. The memorandum conveyed that the State Government had suspended Council elections from 1989 and turned a deaf ear to the repeated request in this regard.

IMPHAL, Apr 2: All Chief Medical Officer and Programme Officers under the Directorate of Health Services have been asked to furnish names of Health Supervisors having minimum qualification of Science Graduate (Chemistry as one of the main subjects) for deployment/placement as District Food Inspectors at the office of the Chief Medical Officers cum local health authorities on or before April 15, said a notification issued by Director of Health Services Dr Th Suresh.
After scrutiny, recommended candidates will be sent for training on food inspection and sampling before deployment/placement, it added.
Meet held on suspicious death

IMPHAL, Apr 2: A public meeting held today at Laphupat Tera on the suspicious death of Okram ongbi Ningthoujam Ranjana of Sekmaijin Khunou on March 21 has resolved to urge upon the authority to punish the culprits in fitting manner.
The meeting presided by president of Nupi Samaj K Taruni and Joy Nongmaithem condemned the failure of the police to establish facts and circumstances of the death even as the main suspect Ranjit has surrendered to police.
Ranjit is the husband of Ranjana.
It decided to urge upon the authority concerned to establish the circumstances leading to the death of Ranjana at the earliest.
Other resolutions adopted in the meeting include handing over all the properties of Ranjana and Ranjit to their four children.
Following the suspicious death of Ranjana due to burn injuries, her husband Ranjit surrendered to the police. Moreover, the enraged parental family and a mob vandalised and set afire the house of Ranjit.
Stir threat

One missing
Lamka, Apr 2: A 47 year old man, resident of M Gangpijang village located 10 kms south west of Lamka police station went missing on March 31 at around 4:30 pm from his residence and remains untraced till today.
Family sources said the missing person identified as Jamkhothang had just arrived from a prayer service at Henglep sub-divisional Hqs before he excused himself for peeing and went missing. He is said to have even enter his house and had barely placed his luggage on the verandah.
An FIR in this regard has been lodged at the police station here, and his relatives has appealed to inform the police if any one finds a man of his age with black shirt and pants with Kitto chapal.
Bridge closed
IMPHAL, Apr 2: As the old bridge located at Nunglei-band village along Old Cachar Road (Tongjei Maril) is facing the possibility of break down any time following construction of a new bailey bridge just adjacent to it, all loaded heavy vehicles have been banned from crossing over the bridge with effect from March 3, said a notification issued by the Executive Engineer of PWD Bishnupur Division.
The ban will remain in place for 15 days, it added.

Lamka, Apr 2: Two professional robbers who usually act out during the death of the night were paraded yesterday by Zomi Revolutionary Army here. The duo caught red handed with the cables were allegedly involved in the ring that often pilfer telephone and TV cables in recent days.
A warning not to repeat the same has been given to them before they were let off and numerous items were also recovered. A gang of seven burglars, responsible in stealing at least 500 meters of communication wires have already been apprehended last week by the same outfit.

Council accuses village chiefs
JIRIBAM, Apr 1: The Zomi Council Jiri-Vangai Range has alleged that village chiefs in collusion with secretaries had been adopting partisan policy in the issuance of job card under the NREGS programme in Vangai Range areas of churachandpur district. President of the Council Hena Vaiphei confided to this correspondent on the misuse of power by the village chief and secretaries while distributing the job cards and called upon authority concerned to take appropriate measures so that the noble scheme justify its purpose. The president also highlighted that Government schools in Vangai Range are in dilapidated condition due to lack of attention by the State authorities for the past two decades. While appealing to the district administration to look into the matter with all seriousness in order to prevent the Council resort to agitation to highlight the case. A meeting convened by the Council at Buangmun village of churachandpur on March 25 which was attended by intellectuals, social leaders and student activists had adopted resolution to apprise authorities on the said matters for appropriate action failing which the Council would be constraint to launch the agitation, added Hena Vaiphei.
KYKL cadre arrested
IMPHAL, Apr 1: 34 Assam Rifles nabbed one cadre of proscribed KYKL today during a search operation at Ningel. The cadre has been identified as SS Cpl Langam Sadanam Singh alias Devam (20) s/o Lachao Singh of Ningel. Twelve live rounds of AK 47 rifle has been recovered from his possession.
Student killed
IMPHAL, Apr 1: A 13-year student coming out from home for coaching class was crushed to death by a bus near his residential gate at Phoubakchao Ekhai under Moirang Police Station at around 5 am today. The bus bearing registration no. MN01/128 was coming from Imphal and heading towards Churachandpur when the incident occurred.
The victim has been identified as Keisham Bishwajit (13) s/o K Tomba of Phoubakchao Ekhai. After hitting the boy, the bus reportedly sped off and later surrendered at Chura-chandpur Police Station.
The body has been handed over to the bereaved family members after post-mortem examination at the mortuary of RIMS.
UG hijacked BRTF vehicle escapes arson

IMPHAL, Apr 1: One cement laden vehicle (tipper) belonging to the BRTF reportedly managed to speed off from the clutches of the same group of armed activists who hijacked and set ablaze three other trucks at near Nongmaiching Nung-oi Maru Nungpak village yesterday.
According to police report, four BRTF vehicles loaded with cement were heading for Litan from its Lamphelpat headquarters before being halted by four motor cycle born unidentified persons over a bridge situated in between Pundo-ngbam and lamlai bazar.
With three of the youths boarding on one vehicle each and a lone motor-cyclist leading the vehicles towards Takhel side along the Kamu Chingjin road, the vehicle bringing up rear took a sharp turn from near Lamlai Loukon Chingkhong and sped back to the Lamphel-pat headquarters of the BRTF, the police report elaborated. Meanwhile, the three burnt vehicles are yet to be retrieved from the incident spot till late evening.
Grenade recovered: A point 32 HC hand grenade has been recovered today at Keishampat Leimajam Leikai under Imphal west Police Station by labourers during the removal of the earth piled up some time back from dredging of the nearby drains. The bomb has been retrieved by police at around 2:15 in this afternoon.
UJJAWALA scheme
IMPHAL, Apr 1: Beneficiaries of the NGOs in the State listed for implementation of the UJJAWALA scheme already launched by the Govt of India to financially rehabi- litate commercial sex workers in the country have urged for forwarding the list to the authorities concerned for proper implementation of the scheme. Addressing a press conference in this connection at Manipur Press Club here today, the beneficiaries of the listed NGOs informed that the said scheme was formally launched by the Government of India on December 4 last year. For first phase of the scheme, NGOs based in nine districts of the State applied but the authorities concerned selected only two NGOs based in two districts namely Chandel and Senapati. For the second phase, 61 NGOs have applied out of which 27 NGOs 3 each based in Tamenglong, Imphal East, Imphal West, Chura-chandpur, Ukhrul, Thoubal and Bishnupur districts have been selected by the State Level Selection Committee. However, the list of the selected NGOs is yet been forwarded to the authorities concerned.
CRPF men donate blood
IMPHAL, Apr 1: On the occasion of its 18th Raising Day today 152 personnel of the 128 Bn CRPF stationed at Mongsangei today donated blood at its battalion headquarters. The blood donation programme was formally inaugurated by the DIG (CRPF) GS Gill.
It may be noted that in 2006, 165 personnel of the unit had also donated blood with the number increasing to 285 during the previous raising day celebration.
Killing flayed, protest staged

IMPHAL, Apr 1: Decrying the killing of Longjam Uttamkumar, the JAC for-med in protest against the killing staged a Wakat Meepham at Keisham-thong Keithel here today.
The protest session demanded punishment of the Commandos responsible for the killing within 72 hours. Placards with slogans like ‘Issue license gun to protect ourselves’, ‘Human life should not be bargained with ex-gratia’, ‘Lets save Manipur from becoming a killing field’, etc were used by the protestors during the demonstration.
It may be recalled here that Longjam Uttamkumar was shot dead by some security personnel in civvics near his own residential gate at Keishampat Long-jam Leirak at around 3.30 pm on March 29.
The family members have refused to take back the body demanding punishment of the killers.
Killer husband sent to Sajiwa
IMPHAL, Apr 1: Maisnam Jatishore (55) of Uripok Bachaspati Leikai, husband of Maisnam Ongbi Angou-bi alias Gaidonglunglu (52), who has been accused of stabbing his wife to death at her RIMS sweeper colony quarters at Lamphel on March 19 has been send to Sajiwa Jail after being produced in the court of CJM Imphal today.
While being taken to the court, police have to confront around 100 angry men and women who were demanding to hand over the accused near the gate of the court.
KRA’s deadline
IMPHAL, Apr 1: Giving three days time, the armed outfit KRA has asked two persons identified as John and Rahul who allegedly demanded money from various Government departments, shops and Tata Sumo counters in the name of the outfit to surrender or face dire consequences if they fail to do so.
According to information and publicity secretary of KRA TH Misao, the outfit would be constraint to award them capital punishment if the accused do not surrender within the said deadline.
He also appealed to all the people to hand over the accused to the local clubs, organisation or other NGOs if they happen came across them while coming to extort money.
Army goodwill drive continues
IMPHAL, Apr 1: As a part of the MCA programme, 18 Assam Rifles Commandant dedicated a water supply scheme to the villagers of RR centre on March 26. The Commandant while interacting with the villagers promised to take up more developmental programmes at the village.
The Commandant also donated two sintex (1000 litres) tanks and two volleyballs to Chelap village authority the same day. 22 Assam Rifles provided emergency life saving care to one Rocky of Thingba Khullen at its Unit Hospital. Rocky shot his left hand accidentally while he was hunting.
Meanwhile, Maratha LI celebrated Shangshak Day on March 26 to pay tribute to the brave martyrs of Maratha LI laid down their lives during World War II.

AR seizures
IMPHAL, Apr 1: A team of 22 Assam rifles confiscated 123 kg of ganja from a Maruti Car driven by one Daihrii at Maram area yesterday morning, informed Senapati-Karong Area Women’s Association.
In another instance 450 litres of illicit liquor had been seized from a truck bearing registration No NL01A/9819 at around 2.30 pm yesterday from Senapati bazar area, the Association added while expressing gratitude to the AR team for its effort in curbing sale and consumption of harmful substances.
