Paramedic training
IMPHAL, Jul 4: As a part of its MCA programme, a three months paramedic training for rural girls of Chandel district was conducted by 44 AR under the aegis of Hqs IG AR (S) at Chandel from May 1 this year, said a release by AR PRO.
The basic objective of the programme being participated by 21 girls is to impart training on basic first aid, health and sanitation and midwifery, added the release.
Merit awards
IMPHAL, Jul 4: Applications have been invited from meritorious students of Yaiskul A/C who secured not less than 60 percent marks in the HSLC Exam 2007 conducted by BSEM for the 11th Khundongbam Itocha Memorial Meritorious Award 2007, informed a release.
Application may be submitted on or before July 12, it informed adding that the award distribution ceremo-ny will be held on July 14 at Meitei Mayek High School.
KCP cadre held
IMPHAL, Jul 4: Acting on a specific information, troops of 4 AR under Hqs IG AR (S) apprehended one KCP cadre from Tendong-yang village on July 2, informed a press release by AR PRO.
The cadre identified as Khuraijam Ibomcha (45) of Tendongyang was handed over to Sekmai police station yesterday.
PREPAK refutes
IMPHAL, Jul 4: The proscribed PREPAK has refut- ed any connection whatsoever between the outfit and Thongam Raju alias Anand s/o Sanayaima of Tentha Khunou Bazar arrested by troops of 34 AR with the allegation of being a Sergeant Major in the PREPAK.
Thongam Raju alias Anand is an innocent married man having three children, earning his livelihood by pulling rickshaws.
Such act of levelling false and fabricated allegations against innocent civil- ians is an open ploy of secu-rity forces to give some sort of legitimacy to their atro-cities, remarked the outfit's Thoubal District comman-der Rocky Meitei.
Cancer detection
IMPHAL, Jul 4: A talk on Cancer detection and prevention was organised at Chassad under the aegis of HQ IGAR (S). The lecture was delivered by Dr (Mrs) Ritu Joseph in the Family Welfare Centre of the Battalion and was attended by all the ladies of the station and their husbands. Local women were also invited to the lecture. The lecture was exhaustive and comprehensive and covered numerous aspects of cervical and breast cancer.
Bomb attack condemned
IMPHAL, Jul 4: The Thoubal District Medical Department Employees Association and the Family Welfare Department Employees Association have strongly condemned the act of hurling a bomb at the residence of Chief Medical Officer Thoubal, Dr Ksh Manglem, conveyed a joint press release.
They further appealed to all concerned not to undertake such intimidating acts against officers and staff of the two Departments in future.
Ganja haul

Kohima, Jul 4: In a major ganja haul, Police Narcotic Cell personnel stationed at Khuzama check gate near Kohima this afternoon seized 2600 kilograms of contraband ganja (marijuana).
The consignment was seized from the possession of Thakur Baral (30), son of late M. Baral of Paspati under Senapati district of Manipur and Suraj Baruah (18), a handyman, son of Soniya Baruah of Charhajar, also under Senapati district. Their vehicle (MN01-6722) is also seized. A case in this connection has been registered and the two forwarded to judicial custody for further investigation.
In another incident, narcotics police at the same outpost seized 20 kilos of contraband ganja from the possession of one Mrs. Sa-na (30), wife of Nilli of Tadu- bi village under Senapati district. A case in this connection has been registered as well and the accused forwarded to judicial custody.
Ganja seized (Jiribam): Troops of 5 Assam Rifles seized 3000 kgs of Ganja from three persons from near Longchai village in Tamenglong district today, reports our Jiri correspo-dent. The arrested persons have been identified as G Gaijei (40) of Longchai, L Kumar (40) of Dibong Khu-nou and Janai Das (38) of Gowljam of West Bengal. The arrested trio along with the seized stuff have been handed over to Jiri Police Station.
PDS remains an illusion for many villages under Saikul, Saitu blocks

IMPHAL, Jul 4: For some villages under Saikul and Saitu blocks, the Public Distribution System of the State Government remains an illusion. The people of the marginalised villages have not been receiving PDS items since many years back. These villagers even do not know their ration agents/dealers.
This was conveyed to a combined team of Komrem Development Organisation (KREDO), Komrem Students' Union (KRSU) and DESAM and FCS officials who went there.
Most of the villages visited by the team do not get commodities like rice, sugar, kerosene oil etc at the Govnt subsidised rate while at ma-ny other villages, benefi- ciary families receive far less quantity of PDS items than the allotted quantities.
Irked at the total failure of PDS there, KREDO general secretary N Khuplenthang called upon the ADC Kang-pokpi and FCS officials not to issue utilization certifi-cates declaring that PDS items have been delivered to the beneficiary people with-out actual verification.
Appealing to issue UCs only after spot verification, he asserted that the PDS items lost on the way before reaching the people should be reimbursed by the district administration and FCS officials.
Taking serious note of such irregularities in distributing PDS items, Khuplen- thang said that the 3 bodies will go to other tribal villa-ges of hill districts to check implementation of PDS.
Of the villages visited by the joint team today, Nung-shai Chiru, Bungte Chiru and Ichum Keirap are located in Senapati district just beyond Bishnupur district.
The four villages of Bungte Chiru, Vainem, Thangbu Laimaton and Nungang together got just 10 bags (1 quintal each) of rice per month. However, Bungte Chiru village has not been receiving even the meagre quantity of rice since last year.
Even as kerosene was distributed in the village last month at the rate of Rs 15 per month, many families did not get their quota due to the meagre quantity allotted to the agent.
The people of Maibung located near Imphal East district has not been receiving PDS items for the last 10 years. They do not know even their ration agents. Likewise, PDS items remain an illusion to the people of Sinam Kom village.
The problem is further compounded by change of ration agents/dealers with the election of new MLAs and clubbing of two/three villages under an agent, observed the team.

Loukoipat mishap case reaches HC

IMPHAL, Jul 4: Accusing the State Government of fai-ling to provide life saving equipment and other essential safety measures at Loukoipat, families of three victims who drowned after their boat capsized in Loukoipat on May 27, have filed two separate writ petitions before the Gauhati High Court.
On the fateful day, Keisam Lata Devi (40), her son K Berlin (12) and K Naoba (7), cousin of Berlin, all residents of Yairipok Bish -nunaha Awang Leikai and rower Khaidem Kumar (52) died after their boat capsized in the middle of the lake.
The writ petitions were filed by K Shantikumar, husband of the deceased Lata and father of late Berlin, and L Lokendro, father of late Naoba. They prayed the Court to issue a direction to the State respondents to pay Rs 10 lakhs each for the three victims as compensation.
The petitioners contended that the tragic incident occurred due to failure of State authorities to provide life jackets and other emergency equipment , said advocate Ch Lokendro appearing on behalf of the petitioners.
Having heard the matter Justice UB Saha, in his Imphal Bench sitting on July 2 had issued notices to the State respondents making them returnable within six weeks, said the advocate.
The State respondents listed in the notice include the Chief Secretary and Chairman of Loukoipat Ecological Park Management Committee.

MLA outrightly rejects charges of JAC Khomidok

IMPHAL, Jul 4:Rejecting all the charges levelled agai-nst him, MLA of Khurai A/C Dr Ng Bijoy has clarified that he had not given shelter even for a moment to any person involved in the killing of Mina Bibi of Khomidok and said as an elected representative of the people he would like to resolve the issue impartially.
Addressing a press conference at Manipur Press Club here today, Dr Bijoy rejected all the allegations levelled against him by the JAC formed in connection with the incident.
Instead of levelling such false and malicious charg-es, it would have been better on the part of the JAC to approach him as an elected representative of the people for resolving the issue, he observed. He said while the incident took place on May 6, he heard about it on only May 7 while returning from Delhi. Immediately, he went to the village along with the SP of Imphal East to look into the matter.
During the course of talking with the family members of Mina Bibi in conn- ection in the unfortunate incident, some of them said she was hit by an iron rod on the head while some others maintained that it was on her neck. When inquired further whether there was any scar mark or bone of her skull was broken, the family members replied in the negative. So when he further questioned on the me- dical history of the deceas-ed woman, the family mem- bers revealed that she was a BP patient to which he had simply remarked that she might have had BP stroke.
‘All that I had observed was that there should be some scar marks if she was killed with the help of iron rod or some other blunt object. But the people were very agitated that day and so I came back by saying that we may discuss the matter on some other day’, Dr Bijoy said.
While conceding to the charge that he had not come to meet the injured persons, Dr Bijoy asserted that he has been keeping contact with the Pradhan of Khomi-dok Gram Panchayat Md Nijamuddin who advised him that it would not be pro-per for him to come there owning to the prevailing tension. ‘Nonetheless, I have been waiting for the opportune time to pay a visit in consultation with the Pradhan’, he added.
Contrary to the allegation of the JAC, Dr Bijoy clarified that he had not gone to the house of the alleged accused, Md Babu whose house had been set on fire by the people nor met any of his family members after they fled.
‘But on hearing that their granary had been burnt in the fire and they have nothing to eat, as a responsible elected representative of the people I had told some of my people to send half a bag of rice to them’, Dr Bijoy said.
‘Even if I have not gone to the respective houses of those who sustained injuries in the clash, I have met those who were admitted to the hospital for treatment. Since both the parties are people of my own constituency, there is no question of favouring one group over the other’, he clarified further. While assuring every possible help from his side toward resolving the issue, Dr Bijoy appealed to the JAC to work with sincerity and keeping the interest of the people the mind.

JAC pickets CM's office

IMPHAL, Jul 4: Demanding befitting punishment of the doctors accused of negligence that led to the the death of Keisam Sunibala alias Pakpi of Utlou, at RIMS on July 1 after delivering a baby at Leirik Memorial Charitable Hospital, a large number of people picketed the official residence of the Chief Minister today.
The JAC Against the Death of Keisam Ongbi Sunibala alias Pakpi Due To Negligence of Dr Laishram Sukumar came to submit a memorandum to the Chief Minister today at about 3.30 pm.
However, the large number of the JAC members were blocked by police in front of the Chief Minister's residence.
As the people tried to breach the police barricade, a tussle erupted between the two sides.
\With the arrival of top police officials, the enraged mob was flushed out till the gate of MSRTC.
In the mean time, another team of JAC members marched towards the CM's official residence. They were also blocked by police near Nupi Lan Memorial Complex.
Later three representatives were allowed to hand over to memorandum to the Chief Minister.
According to the memorandum, Dr L Sukumar, the prime accused in the case, was responsible for the death of two pregnant women earlier due to his negligence.
It demanded immediate termination of incompetent Dr Sukumar and to award befitting punishment.
Reacting strongly to the clarification of Dr Sukumar allegedly aimed at covering up his faults, the JAC maintained that the doctor should confess his guilt to the people. The JAC asserted that they would not make compromise under any circumstance until and unless Dr Sukumar is terminated from service for good.

Tamei in the death throes of malaria

IMPHAL, Jul 4 : Inspite of frequent outbreaks of malaria in the remote areas of Tamei sub-division in Tamenglong district, there are no adequate medicines at the Primary Health Centre of the Sub-division. As a result, villagers who can afford are purchasing the medicines from the pharmacists to save themselves from the epidemic while those who cannot have been left to their own fate.
Over and above this, due to absence of microscopic facilities and irregularity of the doctors on duty at the only healthcare centre of the area, malaria patients have to be brought to Imphal for treatment. On the other hand, even if symptomatic signs of malarial infection appears, many of the poor villagers who could not shell out money for treatment are depending on the herbal medicines prepared by the local quacks.
With the onset of rainy season, outbreak of malaria has been an annual phenomenon in the remote villages of Tamei Sub-division like Konphung, Leng- long, Dikurum, Katang, Chaton, Eleng, etc and many people have fallen prey to the disease. Yet the Government has not taken up any concrete measures to prevent death from malaria.
Talking to The Sangai Express, an official of the Primary Health Centre at Tamei disclosed that reports of outbreak of malaria in the remote villages of the sub-division have already started started coming in for this year.
However, from out of the required medicines to be given to the malaria patient like Chloroquine, Primaquine and E-Mal only Chloroquine is available at the centre.
Chloroquine is also a medicine which is not used in modern days as it is fully effective.
There is no guarantee that a patient will be saved by taking this medicine, although its cost is very cheap.
Therefore the villagers who can afford are heading for the pharmacies to purchase the other two medicines even if their cost are relatively very high while those who could not afford are left to fend for themselves.
It is said a full course of Chloroquine medicine cost only Rs 20 while Primaquine and E-Mal costs Rs 85 and Rs 375 respectively.
Even for those who can afford to buy Primaquine and E-Mal, their survival from the disease hangs by a thread, as they cannot take the full course of these medicines due to short supply. These medicines are to be made available to the people free of cost from all the District Hospitals, Primary Health Centres and Sub-Centres. It is also manda- tory on the part of the officials of the District Vector Borne Diseases Control Society to provide medicines for treatment of malaria free of cost if they detected any case of malarial infection during the course of touring the villages. However, it such benefits are nothing but wishful thinking for many people living in these remote villages.
Secretary of Konphung village Kh Lunglinbo informed that atleast one member of in every families in the village are suffering from ailments with related symptoms of malaria they do not go to the Primary Health Centre at Tamei as the doctors on duty are absent most of the time and there is no medicine and prefer to go to Imphal for treatment, if they have the money. Last year 10 persons died from malaria while 5 persons are currently suffering from it in the village.
As many of the families are also poor, they depended on locally available medicinal plants like Nongmankha for treatment, he informed.
Another official of the Tamei Primary Health Centre disclosed that four patients from Lenglong village and five others from Konphung village have come to the centre for treatment this year so far.
Many villagers do not come to the health centre for treatment on account of deplorable condition of the road and transportation in the area, the official said, adding that three persons from Lenglong village died from malaria last year.
Interestingly, with the main objective of spreading awareness among the people to control malaria and to collect blood samples from the affected people to find out the extent of malarial outbreak in the State the Anti-Malaria Month is currently being observed under the aegis of Manipur State Vector Borne Disease Control Society in different parts of the State since June 22. But many affected many people living in the remote areas are not getting the required medicines for treatment.
Taking serious note of this stark reality, the chairman of Tamei Headquarters Village Authority Pouken said it is high time for the authorities concerned to wake up to the need of the hour and pay attention to the problem being faced by the people living in the remote area even for treatment of such common disease like malaria.

Municipality status for Moreh
Naga bodies veto CM's idea

Imphal, Jul 3: The idea mooted by Chief Minister O Ibobi Singh to upgrade the border town of Moreh to the status of a Municipality has irked the Naga civil societies in Chandel district rather than drawing appreciation.
Opining that sincerity and commitment of the Government is the most important factor required for development and prosperity, the Chandel Naga Peoples' Organisation (CNPO), Naga Students' Union, Chandel (NSUC), Naga Women Chandel (NWC) and all their federating units while expressing their resentment against the remark of the Chief Minister, have urged the latter not to kick up ruckus unnecessarily.
The Chandel Naga civil organisations said “Moreh border town is part and parcel of Chandel district which is a tribal region although the town is being settled by different communities”.
The CNPO, NSUC, NWC and their federating bodies said “as such, any plan or policy either of the Central or the State Governments that contemplates” to be applied in the region should not be against the interest of the tribal communities.
The Naga organisations of Chandel district then asserted that they deeply support the idea of development and prosperity of Moreh town and its surroundings and also “our deepest concern for the peaceful co-existence of all the communities”.
The Autonomous District Council Act is already enforced in all the hill districts and therefore, no other policy or programme should be envisaged at this juncture in the region,” stated firmly the different Naga social organisations of Chandel district.
Finally the Naga organisations of the district urged the state chief minister to do something which is in the interest of all the communities of the area and the district.

One shot
One Md Abu Salam (36) s/o Md Kholi of Yairipok Tulihal was fired at by some unidentified persons at about 10.30 pm yesterday while he was going out to buy a pan near his own gate. Hit by a bullet at the tight thigh, Md Abu Salam was treated at Shija Hospital.
UG held
One UNLF cadre was arrested by troops of 32 Assam Rifles from Ningomthongjao yesterday, said the PRO of AR today in a statement and identified the arrested as one S/S Lt Waikhom Yamthouba Meitei (29) of Ningomthongjao.
Run for peace
To commemorate the completion of 100 days of the World Military Games being held at Hyderabad, 22 Assam Rifles posted in Senapati will organise a Run for Peace and launch a tree plantation campaign on July 8 in association with the district administration. Prizes will also be distributed.
AR averts disaster
A major disaster was averted when an ROP of 19 Assam Rifles detected three IEDs at Litan on the road leading towards the Mahadev camp on the Imphal-Ukhrul road, said a statement issued by the PRO of Assam Rifles. Traffic was halted for some time and the IEDs were destroyed by the Engineers and AR personnel in situ, added the PRO.
Bank looted
Unidentified miscreants reportedly ransacked and looted two cheque books from the office of the SBI attached with the post of the 26 Assam Rifles at Pallel last night. The looters broke down the rear door to gain entry into the Bank office, according to police report.
Advocate notice
Alleging that the State Govt has not respected the ruling of the Supre-me Court to compen-sate five candidates of MBBS/BDS entrance examination of 2003/ 2004 who were wrongly denied admission and were later given admis-sion after a gap of three years, the JAC on the Selection of Govt Nomi-nees for Admission to MBBS/BDS Course has served Advocate notices to the Chief Secretary, Health Commissioner and Health Director. The Supreme Court in its earlier ruling on September 27, 2003 had directed the State respondent to pay a compensation of Rs 25000 to the five candidates as fines. However the ruling of the SC has not been honoured till date, said the JAC and warned that if the matter is not addressed to satisfactorily within 40 days time then a civil suit will be filed.

Presidential poll
In connection with the election of the President of India slated to be held on July 19, a joint meeting of the MLAs of the SPF Government and other supporting parties was held with Chief Minister O Ibobi Singh in the chair today. The meeting discussed the ways and means to ensure the success of the UPA-sponsored candidate in the Presidential election, according to information received by the press.
