KYKL behind migrant labourers killings, declares state DGP; Two alleged culprits slain in encounter

IMPHAL, Mar 20: While claiming that two out of four militants directly involved in the serial killing of migrant labourers were killed in an encounter last night, Manipur DGP, Y Joykumar on Thursday declared that the proscribed Kanglei Yawol Kanna Lup, KYKL was behind the serial murders of the 15 migrant labourers.

Mention may be made that at least 15 non-local labourers have been killed in a span of two days in the state by armed suspected militants at different places in the outskirts of Imphal. The state government reacted to the situation by imposing night curfew in the whole area of the four valley districts apart from barring non-locals from venturing to the outskirts of Imphal city.

Thousands of migrants are taking shelter at the relief camps opened by the state government at various places in the district headquarters of the four valley districts.

Speaking at a press conference today, state DGP Y Joykumar said that the KYKL was behind the serial killing of the non-locals in the state.

He said, "We first suspected the RPF/PLA to be behind the serial murders considering their past activities concerning non-locals." But it turned out during further investigation based on information collected from various sources that the KYKL was involved, he added.

Admitting some lapses on the part of the police in responding to the violent incidents, Joykumar said that sincere and tireless round the clock efforts from the officials of his department helped in finding the clues behind the killings of "petty traders".

The police are very much concerned as the incidents have become a question of prestige for the state government and the state`s people. As such no stone would be left unturned in finding out the clues behind the very sensitive case, he said.

"After eliminating two militants directly involved in the killing of seven non-locals at Mayang Imphal Heiyel Hengoon, the police is making all out efforts to trace out a third person involved in the case.

"The police has also got vital clues about the culprits involved in the incidents that took place in Keibi, Takhel and Kakching area in which more non-Manipuris were killed on March 18," Joykumar said adding that clues in this regard also point to the KYKL`s involvement.

"We have established the identities of four persons involved in the murder of three non-local labourers at Takhel on March 18," Joykumar said. But he added, it was not the right time to disclose the names.

Meanwhile, the encounter in which two militants were killed last night took place when police commandos of Imphal west and Bishenpur proceeded to the area on receiving a tip off from a reliable source that the persons directly involved in the killing of seven non-Manipuri petty traders at Hiyel Hengoon on March 17 were in the area, the DGP said.

"When the commando team reached the western side of Charoibung Heibong Makhong at around 9.45 pm, the team came under heavy fire from unknown armed militants. The commando team also returned the fire immediately, the DGP said.

After the exchange of fire ceased after around 10 to 15 minutes, the commandos conducted a search operation there. Two dead bodies were found lying with one AK rifle loaded with nine live rounds and one pistol loaded with four live rounds. Later, the dead bodies were deposited at RIMS morgue for official procedures.

Meanwhile, the police picked up a van (MN1W-0046) along with its owner, one Waikhom Lokendro alias Kocha, 30, son of W Mangi Singh of Wabagai Keithel Macha this morning, acting on a tip off from the same source as in the former incident.

The van was picked up on suspicion of being involved in the killing of seven non-locals at Mayang Imphal Heiyel Hangoon and the owner of the van, Lokendro, who was also the driver of the van was interrogated.

Following the disclosure and identification made by the van owner cum driver it was found that the two slain men along with two other cadres of the KYKL used his vehicle in transportation of the migrant labourers, the DGP said.

The driver identified the two slain men as Sarangthem Sanjoy alias Robert, son of Biramani Singh and Elangbam Dutta, son of late E Modhusudon hailing from the same locality as the van driver and well known by the public of the locality as members of the KYKL.

"Both Sanjoy and Dutta are known KYKL activists," the DGP said adding locals also knew them as members of the outfit.

But when journalists asked, the DGP said that so far there were no cases registered with the police against them in any KYKL related activities.

The DGP said that the police were able to find out all the clues from the information provided to them from various sources. He also stated that without the help of the public the police alone could not maintain law and order and appealed to the general public to cooperate with the police in maintaining order.

Killing of migrant workers UNLF urges all to seriously introspect

IMPHAL, Mar 20 : Asserting that it was not in any way connected with the killing of 15 migrant workers in the last few days, the proscribed UNLF today said that such mass killings cannot be condone anywhere in the world.
In a statement issued to the press today, the outfit said that there have been instances in the past where sporadic killings of migrant workers had taken place with no on claiming responsibility and added this is the first time that killing on such a scale has taken place in Manipur.
On the other hand the UNLF has also stated that the people of Manipur should have pondered over the question of why such incidents have occurred a long time back and tried to zero in on the reasons and factors behind it.
To stop such killings it is time to let the whole world and not only India to know the factors behind such killings, observed the outfit.
Sharing its thoughts, the outfit said that India, which is the second most populous country in the world has seen many communal clashes and recalled how the 300 year old Babri Masjid was ransacked and desecrated by the majority Hindus. In Orissa Christians have been at the receiving ends of Hindu fanatics, said the outfit and recalled the gruesome killing of Graham Staines and his children. The outfit also recalled the massacre of numerous innocent Sikhs in the aftermath of the assassination of Indira Gandhi as well as the pogrom unleashed against the Muslims in Gujarat some years back.
The majority community continue to trample upon the minorities in India, claimed UNLF and added that it is in this situation, where there are huge divides based along caste, creed, community and religion that the modesty of many wo-men from the North East re- gion have been violated in mainland India. In short Manipur will never be able to experience peace and harmony as long as it is under India, a country which believes in caste- ism, communal divides and religious bigotry. Given the reality, it is natural that such killings will continue until and unless a policy is framed to protect the identity of the minorities, reasoned UNLF. It will not be wrong to say that such killings have occurred because of the skewed views of the Indian Government. Citing examples, UNLF said that before Tripura was annexed by Delhi, the indigenous people constituted 85 pc of the total population. But after it was taken over by India, the population of the indigenous Tripuris has dropped to only 29 today, it said and added that political and economic power have been taken over by the Bengalis. On top of this the culture and identity of the Tripuris are under serious threat.
Even in Assam after outsiders started to stream in and took over the work of manual labourers at the tea gardens and brick fields, conflict erupted over rights to land among the Ahomias, Bodos and Karbis, claimed UNLF. As such it is time for the people of the North East to seriously deliberate upon the incursion of migrants which has led to the erosion of the identity and culture of the people, said the statement.
Even in Manipur today, the population of migrants is more than the population of the hill people, said UNLF and added that this can be easily seen from the number of migrant workers staying near the commercial centres of Imphal and at district headquarters like Chura-chandpur. The continuing influx of outsiders has po-sed a challenge not only to the identity and culture of the people but has also resulted in the migrant wor- kers taking away the job opportunities of the local people, said UNLF. This trend has also lulled the general public into a sense of complacency, it asserted.
To the UNLF, it is not the moneyed class of outsiders who pose a threat to the identity and culture of the local people, but the migra-nt workers, who have assi- milated themselves into the social milieu of the State, said the statement and cited the example of the many instances of native girls marr- ying the non -local people.
This has led to a situation where a good number of natives have lost their sense of being a Manipuri, claimed the statement.
Since many minorities have adopted certain steps to protect their identities in different parts of the world, UNLF would also like to lay down a few words of caution, said the statement and observed that in the conflict situation that Manipur is in presently, it would be hazardous for all outsiders to come to Manipur.
As such it would be much more positive for the migrant workers to leave the State immediately, advised the outfit.
On the other hand, the natives of the North East region have to realise the fact that all Indians are given the right to settle in any part of India by the Constitution is nothing but a larger scheme to totally annihilate the distinct identities of the people of the region, said the outfit.
The outfit also urged the people to seriously study the inner meaning and implications by the then Defence Minister George Fernandes at Moreh when he said that the Government of India would build a ‘fence of humans at the boundary.’

The attack on migrant labourers in Manipur continued on Wednesday with unidentified militants gunning down a worker in their drive against non-Manipuris in the state even as indefinite night curfew was imposed in all the four valley districts.

Fifteen workers have been shot dead so far since Monday night.

The militants on Wednesday drove up and shot dead the non-Manipuri labourer at Kumbi market area, 50 km from here, where he was working, official sources said.

The militants escaped before the police arrived.

Seven non-Manipuris were gunned down by militants on Monday night in Imphal west district and another seven in Imphal East and Thoubal districts yesterday. Papers saying 'go back to your state' were attached to some victims.

Meanwhile, the administration has imposed indefinite night curfew from 6 pm to 5 in Imphal East, Imphal West, Thoubal and Bishenpur districts.

Describing the killings as "uncivilised, brutal and acts of cowardice", Chief Minister O Ibobi Singh told the Manipur assembly that there would be round-the-clock vigil at 42 checkposts in Imphal and surrounding areas to prevent the movement of militants.

Participating in a short discussion, he said steps would be taken to book the culprits and there would be "no negotiation" with them. Singh also blamed human rights groups for maintaining silence on the issue.

Meanwhile, relief camps were opened in Thoubal district to shelter 600 migrant labourers.

Instructions have also been given to authorities in other districts to open camps if necessary, the sources said.

UNLF claims

The proscribed UNLF today claimed that it awarded capital punishment to Pvt L Rubi alias Tangjaba of Langjing Achouba and Pvt H Herojit alias Marupcha of Ngachoupokpi last night at Keinou Tongkha Makha Leikai for their ‘crimes.’ Detailing their misdeeds, the outfit in a statement today said that while they were on night duty at the 242 unit of the MPA on February 9 this year, they deserted the camp with the AK guns issued to them and the arms were sold to a villager at Wangli village.
