A tribute to (Late) pi. Hoinu


SHE was all there even before HER birth. SHE had


toiled all the way from South Delhi to North only


for HER. Till her very last days, SHE selflessly nurtured


HER with ideas and suggestions. HER welfare was


one of her prime concerns and contributed her resources


as much as SHE shared her valuable suggestions. SHE is


none other than (Late) Pi. Hoinu and HER is nobody but


Zillai Delhi Branch (ZDB).


Apart from serving the ZDB in different important capacity,


Pi. Hoinu gave literally her everything for the ZDB.


Her Quarter [1623, Sector-5, R.K.Puram] had hosted the


ZDB office for several years. Not a penny charge for that.


Rather on many occasions, SHE welcomed all those going


for meetings with a glass of cold water and tea. The arguably


most famous address - for the Vaiphei community in


Delhi – has also been the correspondence address for many


zillais including those appearing for competitive exams. Indeed,


it’s a blessing for the many whose admission, calling


and appointment letter comes via 1623. I remember the day


when SHE rang me up to inform about the arrival of my cousin’s


calling letter with so much concern for the dateline. How


many more zillais SHE must have rang up?


In a nutshell, (Late) Pi. Hoinu was an embodiment of dedication,


altruism and truth. True follower of ‘in words & deeds’,


her no-nonsense attitude was a fountain of inspiration for others.


ZDB is greatly indebted to (Late) Pi. Hoinu. Her demise is


an irreparable loss to the vaiphei community in general and


to the zillais in particular. The ZDB deeply expressed its sorrows


and grief and shared the pains and agonies of the bereaved


family.

Heavenly Father,


Thank you for your special gift of mothers and


for the example of your unconditional love they


share with their children. Lord we pray you will


protect and guide mothers everywhere; that


you will grant them your wisdom in loving and


teaching their children. Today may children everywhere


remember the warm caresses, whispers


in the night; the tears dried, brand-aid, the

It has been six months since i took over as Zillai


Gazette’s editor and it’s been six "tiresome"


months, thanks to my limited and unpolished


writing skill in vaiphei. You might be asking,


"Tiresome?, it’s only one issue a month". To be


frank, there isn’t enough news item or articles


that i can publish even with little effort. I really


have to work hard to gather the words & bits


that could fill these 2 pages, maybe work even


harder than on my own books, and this really


wears me out. Moreover, the gazette contents


are not upto the mark and sometimes i find it


difficult to relate it to Zillai, and our community


as whole. There are no journalists’ or individuals


who bring news or articles to me. I have to


call each and every person i can think of, in order


to know about any news or events, and i’m


sure you all know it’s a difficult task. There are a


few people who readily helps me or would help


me whenever i’m in dilemma regarding gazette,


and i’m really grateful to them, but i don’t want


to keep asking for help. I want this problem to


solved by US, with everyone involved.


First of all, we all can share our experiences


from workplaces, while shopping, while playing,


etc, or something we have come across


that’s really funny or something that would be


of great help to others. A person working in a


restaurant can share about his/her experiences


like: good or bad encounters he/she had, how


to behave inside a restaurant, what you require


to get a job in a restaurant, etc,etc.. This is just


an example, and there are lots of other things


we can actually share with others, and sometimes


be beneficial.


Secondly, we all know the amount of SMSs we


send each other, and there is no denying it. And


as a part of the society, someone always knows


something.


All i’m asking is you


all to spare a fraction of


those SMSs to report


or convey the news you


know so that i won’t need


to hunt for them.


In this way we can work


towards improving Gazette


and its contents.


Moreover, let’s not be


indifferent and atleast


try and send some feedbacks.

Suspected UGs shoot dead two

IMPHAL, Jul 5: At least two persons were shot dead by unidentified persons suspected to be underground activists in separate incidents in the last 24 hours.

50-year old Md Basir, of Yairipok Tulihal Awang Leikai, died at RIMS hospital around 2 am today after he was wounded in indiscriminate firing by several gunmen on his house last night.

According to the wife of the deceased, Rahtuna Bibi, 45, some five to six armed gunmen came to their home late in the night and tried to get her husband to accompany them for some `discussion`. When he refused at her insistence, the gunmen fired indiscriminately at the house, in the course of which her husband was badly wounded.

She said the gunmen fired some 20 rounds, one of which hit her husband in the lower left abdomen after penetrating the walls of the house. Her husband was evacuated to RIMS hospital and succumbed to his injuries there at around 2 pm.

In another incident, the bullet-riddled body of a youth was recovered at Thangmeiband Hijam Dewan Leikai under Imphal west police station this morning. The deceased youth, who is as yet unidentified, was found shot twice in the head.

Ministerial team visits Senapati schools destroyed in arson

IMPHAL, Jul 5: A team of ministers and MLAs today made a tour of the government and government aided schools located in Senapati district which were burnt down in acts of arson on Tuesday night, suspected to be the handiwork of volunteers of the All Naga Students Association, Manipur, ANSAM, to take stock of the damage done.

As many as seven government run schools in the Naga dominated hill districts of Manipur were set ablaze on Tuesday night by miscreants suspected to be volunteers of ANSAM in a move believed to be linked with the student body`s campaign for switching syllabus of the Nagaland board in these district.

However, so far no one has owned responsibility for the arson.

Of the seven schools, three were in Senapati district, three in Ukhrul and one in Chandel district

The team which visited the ill-fated schools today included the education minister, L Jayentakumar, tribal development minister and Karong MLA DD Thaisii, and MLAs K Raina, M Thorii, and E Dwijamani. They were accompanied by the additional director, education (hills), and other officials of the education department.

The first school visited, the Senapati aided high school, which happens to be the only government/government aided school in the district headquarters, was found with three of its classrooms badly damaged.

The school, incidentally, had fielded 47 candidates in this year`s HSLC examination conducted by the Manipur board, of whom 40 students passed, 14 of them in the first division.

Local people said they heard a loud sound late on Tuesday night, and when they came out they saw the school was on fire. Though they failed to save the three kucha classrooms, they managed to save the pucca portion of the school buildings, they informed.

Representatives of the school management committee, while speaking to the visiting team, wanted the school to be converted as a full-fledged government school and the vacant posts filled up before reopening the school.

The Senapati village chief also said the arson had taken place because of `jealousy` over the school`s strong performance in the HSLC examination, and strongly condemned the deed.

Education minister L Jayentakumar pledged that reconstruction of the razed classrooms would be taken up before July 17. He also said the work would be given to the village authority or to the school management committee rather than a private contractor.

The team thereafter visited the Sardar Patel High School, Mao, where not much damage was done, as the local public were able put out the fire in time. Villagers said they tried to catch the miscreants responsible, but they managed to escape under cover of the darkness.

The headmaster of the Sardar Patel high school in the meantime submitted a memorandum to the education minister, urging for complete reconstruction of the school building at an alternative site.

On their return journey, the team also visited the Mao-Maram governemnt higher secondary school, where the office of the headmistress was found to have sustained serious damage. Furniture in six classrooms were also completely burnt.

The headmistress of the school also submitted a memorandum drawing the attention of the education ministers to the urgent needs of the school, including reconstruction of the school building, construction of fencing, and construction of a school hall.

The team also visited the Maram Ashram School, a portion of which had also been burnt down.

Education miniser L Jayentakumar, addressing mediapersons at the office chambers of the DC, Senapati, said the state government took the arson versy seriously, and the SP, Senapati has been asked to take appropriate action.

Expressing confidence that the police will make arrests soon, he said they will be appropriately punished. The minister added that the government is considering deployment of more police personnel at the district headquarters.

In the meantime, All Manipur Government Higher Secondary Lecturers` Welfare Association, strongly condemning that act of the miscreants, has appealed to the organizations responsible for burning down the schools to review their step.

The statement issued by the association also urged the state government to review the law and order situation and take up appropriate action to check further razing down of government schools.

IMPHAL, Jul 5: Stating that the generous donation provided by MLA Saikul A/C Doukhomang Khongsai has enabled repairing of the Saikul-Molkon bazar road consequent upon which bus service along the route has been resumed, the Kuki Inpi Saikul Gamkai has conveyed sincere gratitude to the MLA. A press release issued by the Inpi informed that the people of the area were facing untold hardships due to suspension of bus service from Saikul to Molkon bazar for over a month with onset of rainy season before the road was repaired.

IMPHAL, Jul 5: Demanding payment of back log wages/salaries of the teachers of aided elementary schools by July 7, the All Manipur Aided Elementary School Teachers Association (Hills and Valley) has threatened to impose a 48 hours general strike with effect from midnight of July 8. A press release issued by the Association urged upon the State Govt to appoint a Director who will be able to discharge his/her duty efficiently and able to understand the concerns and grievances of teachers. Citing release of salaries for teachers of Govt schools even as compilation of MGEL is not completed, the elementary teachers deman -ded that their due salaries till May this year be released immediately.

IMPHAL, Jul 5: One PLA cadre and two activists of PULF were apprehended by IE district police commandos from different places in the last 48 hours. The PLA cadre identified as Md Salimuddin (22) of Sangai Yumpham Pullei Pokpi was apprehended from his locality at about 8.45 am today. On the other hand, two PULF activists identified as Md Rajaodin alias Khajing alias Ethemcha (26) of Keirao Awang Leikai and Md Abdul Satar alias Ethemcha (19) of Keirao Mathak Leikai were nabbed from Keirao Mayai Leikai at about 8 pm yesterday, informed by IE SP L Kailun. Another press release issued by the SP informed of IE commandos pulling up another PULF activists from Indira Park. The UG cadre is identified as Md Abdul Qudesh (24) of Khergao Sabal Leikai Awang.
Two hurt in mishap
IMPHAL, Jul 5: Two wom-en riding a moped (Luna) suffered severe injuries when they were hit by an Ambassador car (no. 3248, white colour) at Tidim Road near Little Flower School under Singjamei police station at about 1.30 pm today.
The injured women, currently undergoing treat- ment at RIMS, are identified as Wairokpam Sandhyarani (40) of Bamon Leikai and Kshetrimayum Purnima (47) of Singjamei Bheigyabati Leikai. It is reported that the car just sped away after hi-tting the moped. In this connection, a case has been registered in Singjamei PS.
One killed in firing
IMPHAL, Jul 5: One Md Basir Ahamad (60) of Tulihal Awang Leikai succumbed to bullet injuries at RIMS yesterday. The deceased sustained fatal injuries when some unidentified persons suspected to be cadres of PULF fired into his house under Yairiok police station at about 10 pm yesterday.
Md Basir was a cultivator and he lived with his wife Rahamatun alias Nurul (45) in the house as his two sons are staying outside the State studying.
Nurul conveyed that she opened the front door of their house yesterday night following repeated barking of dogs. But when she opened the door, she found some 5/6 armed men standing there at the courtyard. They even asked Nurul to come out to talk on some matter.
Sensing something amiss, Nurul went inside the house, bolted the door and switched on the light fixed outside the house.Just then the unidentified persons fired around 5 rounds into the house. As she ran to the rear part of the house, Nurul found her husband (Basir) hit by a bullet in the left abdomen and writhing in pain in the kitchen.
Immediately, she informed the neighbourhood and take her husband to RIMS. However, Basir succumbed to his injuries at about 2.25 am today at RIMS. Nurul said that she know all the armed men clad in camouflage.
One of them left behind a slipper while fleeing away. After post mortem , the corpse was handed over to family members.

IMPHAL, Jul 5: September 19 has been fixed as the date for holding the Panchayat election, 2007. The election notification would be issued on August 6. The last date of filing the nomination papers would be August 14 and scrutiny would be done on August 16. The last date of withdrawal of the nomination paper would be August 20 and the voting would be held on September 19. In case of re-polling, it would be held on September 21 and the count-ing of the votes would be done on September 23. The draft ele-ctoral of the Panchayat elec- tion would be published on July 9. The claim and objection to the electoral roll can be filed upto July 19 and the final publication would be brought on July 30.

IMPHAL, Jul 5: Acting on a tip off, troops of 34 Assam Rifles arrested one PREPAK cadre from Icham Khunou yesterday, said the AR PRO in a statement. The cadre has been identified as Pvt Thokchom Angou Sanag Singh alias Ibochouba (28) of HM Khunou Mayai Leikai. He has been handed over Thoubal PS.
In another incident, troops of 22 MLI arrested one KYKL cadre from Bomdiyar yesterday, said the statement and identified the cadre as Potshangbam Shanti Kumar Meitei (37) of Bomdiyar Mayai Leikai. He was handed over to Patsoi PS yesterday.

Imphal, Jul 5 : The All Naga Students' Association, Manipur (ANSAM) has categorically said that the July 3 midnight incident of burning down numerous Government schools in the Manipur hill districts of Senapati, Ukhrul and Chandel was bound to happen.
ANSAM leaders informed Newmai News Network that the “news of the burning down of Government high schools in the hill districts of Manipur does not come as a surprise; it was bound to happen. Indignation and discontentment had been building up for decades”.
However, ANSAM neither owned the responsibility nor deny carrying out the incidents.
“The Manipur Government is naïve enough to think that this is just a law and order problem. No. This is a complicated socio-political problem, and must be dealt with accordingly. This is an issue involving two distinct entities – the Tribal in the Hills and the Meiteis in the Valley,” explained the Naga students’ body.
It then pointed out that the problem had already started long ago “when the valley people took advantage of the simplicity of the tribals and began arbitrarily framing policies to keep them under subjugation. The Meitei dominated Government has been surreptitiously making plans to occupy the hill areas through so called various urbanization policies – the latest being the attempt to convert Moreh into a Municipality border town”.
The Naga students added, “Again, with the aid of the State machinery, the Meitei language and script was imposed on the tribals, threatening their very existence. On 24th April, 1979 , the Manipur Official Language Bill was passed making Meiteilon (Meitei language) the official language of the State; the use of the English Language was to be progressively restricted”.
The ANSAM while citing the chronicle of the issue, said that in 1983, a notification was issued making Meiteilon a compulsory subject in all schools (and it still is). “That was not enough, in 1989 Meiteilon was made a compulsory MIL paper in the Civil Service Exam (UPSC) to discourage the tribals from appearing at it. This, however, was shelved for the time being following a legal petition filed by the All Tribal Students Union Manipur (ATSUM)”, said the ANSAM statement.
It then alleged that a plan was made to forcibly assimilate the tribals (culturally, linguistically and historically) into the dominant “Meitei stream” by imposing the State syllabus in all schools under Board of School Education Manipur (BSEM), adding, “To prevent any school from seeking affiliation to other better Boards like Nagaland Board of School Education (NBSE), CBSE etc, a cabinet decision was taken on 7th January, 2004 , denying NOC to all private schools”.
The Naga students’ statement also added that on May 14, 2005 , the State Cabinet again decided to make the newly concocted Meitei Mayek (Meitei Script) compulsory in all schools in Manipur; this was to be introduced in a phased manner.
“Moreover, after Manipur University (M.U.) was converted to a Central University, the Meitei dominated Mani- pur Government craftily reduced the tribal quota from 33% to 7.5% by applying the all India reservation ratio, notwithstanding the fact that the tribal population in Manipur is very high. Could this be the beginning of the impending catharsis? If this is the case, then, the government should find out the root cause of the problem as to why it has happened instead of using military might to suppress every symptom by trying to find out who has made it happened,” fumed the All Naga Students Association,Manipur.

Myanmarese Rev beheaded in CCpur
Lamka, Jul 5: In what can be termed as an influence of the extremely graphic images of crime circulated on the internet, the beheaded body of a Myanmarese Reverend was recovered early today at Tangnuam village, about 5 kms southwest of CCpur police station, reports our correspondent.
According to family sources, the deceased identified as Pauzakhen Tawmbing was a Reverend of the Upper Myan- mar Evangelical Lutheran Church and the chief of Khenman village in Myanmar, about 2 kms from Behiang, the Indian border village.
He reportedly arrived here at around 3 pm yesterday from Myanmar and took lodging with his married daughter in Gouchinhup Veng, New Lamka.
At about 6pm, according to his daughter, the Reverend was summoned by some youths believed to be around four in number from the hotel, and thereafter his whereabouts remained a mystery.
The mutilated body was recovered only early today, a few yards from human settlement at Tangnuam village, with his hands tight at the back and his dislocated head blind-folded. The body was found at around 7.30 am and after certaining his credentials and post mortem at the District hospital morgue, it was handed over to his family members.
He will be buried at his village in Myanmar as he has already been moved for the border village at around 3.30 pm today. Of the nine children who survived him, two – a son and a daughter settled here on the Indian side of the border while the remaining settled with their father at Myanmar. No organization or individual has so far claimed their hands in the ghastly homicide case, nor did the local police have any suspect to identify or zero in on the assailants as of now.

Action justified, claims AMADA
IMPHAL, Jul 5: Accusing the proprietor of Hotel Orient Md Iliyas Khan (25) s/o Md Azaz Ali of Hatta Chini Leikai for attempting to bribe amada after encouraging young girls and men to engage in immoral activities in his hotel, the AMADA has justified its punitive action.
Quoting statements given by the four individuals handed over to AMADA on July 3 after they were caught engaging in immoral acts by the Khurai Puthiba Lai Haraoba Committee in the night of July 2, AMADA asserted that they used to organise drinking parties and engagethemselves in immoral acts in the Orient Hotel not only on the day but also on earlier occasions.
When Iliyas Khan came to AMADA head office at about 1.30 pm yesterday, he pleaded to reconsider the decision to seal his hotel for 20 days.
He again came back to the office at about 4 pm alo-ng with one Md Atapudin who is acquainted with some AMADA activists. Again he pleaded to withdraw the decision regarding closure of the hotel and making apology in daily papers. He even offered to pay some money to withdraw the same decision adopted in line with the established rules of AMADA.
As Iliyas Khan insisted on waiving off the punishment by offering some money even after the established rules and principles of AMADA were explained to him very clearly, he was thrashed and reprimanded as a mother would to an arrogant son.
But some police men of the Imphal Police Station came to AMADA head office today. Subsequently, some AMADA representatives went to the police station and came back after talking things over.
Reacting to the press conference convened at Press Club today, AMADA stated that it took serious note of the alleged fabricated and malicious state- ments made at the press conference to present AM-ADA in the wrong light.
While iterating that AMADA never forced any body to issue clarifications in mass media without consent of the concern indivi- dual, it claimed that the clarification/apology made by Iliyas Khan was on his own volition and according to his misdeeds.
A statement issued by AMADA further conveyed that a meeting of AMADA was convened at its head office today during which it resolved to ban the proprietor of the Orient Hotel from running any hotel in future. It also appealed to the people to implement its resolution effectively.
To AMADA, the blots seen in the moral character of young girls exploited by the hotel proprietor is far more hurting than the blemishes suffered by Iliyas Khan, it remarked.

DESAM reasserts stand on answer keys

IMPHAL, Jul 5: Sticking to its stand that answer keys to question no 10 of Physics paper and question no 31 of Chemistry paper for the MBBS/BDS Entrance Test 2007 provided by the Health Directorate were wrong, DESAM asserted that the final authority regarding the controversial answer keys should be the text books prescribed by the Council of Higher Secondary Education Manipur and the NCERT.
In case the controversial answer keys provided by the Health Directorate are assumed to be true and correct, the Health Director should officially declare that text books prescribed by the COHSEM and the NCERT are false and flawed within five days, dem anded DESAM secretary general LC Santosh while speaking to reporters today.
Citing clause no 15 (I) of the Manipur State Gazette published on April 28, 2004, Santosh noted that MBBS/BDS entrance tests should be based on class XI and class XII text books prescribed by the COHSEM and the NCERT.
According to the text books prescribed by the COHSEM and the NCERT, the correct answer to the controversial questions should be option A for phy-sics paper. As for the che- mistry question there is no correct answer among the options provided, he asserted.
If the Health Director dare not declare the COHSEM and the NCERT text books as false and flawed in accordance to his stance regarding the controversial answer keys with- in the deadline set, DESAM will be constrained to laun-ch various forms of agita- tion from the next day, warned the DESAM secretary general.

PWD welcomes its new Minister K Ranjit

IMPHAL, Jul 5: Newly anointed Works Minister K Ranjit has stated that the Government employees should render their services to the people sincerely and not think of personal gain. Otherwise, the effort of the Government to take up welfare measures of the people would go waste.
Speaking at a reception function hosted in his honour by the employees of Public Works Department (PWD) at the conference hall of its Khuyathong office building today, Ranjit observed that lack of discipline and sincerity among the employees caused lots of difficulties in finding out the truth.
‘Any good suggestions would be welcome and I would try my level best to implement the same’, he said.
While observing that he has been given the charge of the PWD by the Chief Minister with the conviction that some significant works would be performed, Ranjit also sought co-operation of the employees so that he could live up to the expectation of the people.
Disclosing that DO letters have been received from some of the Ministers and MLAs for including development of the road communication in their respective Assembly Consti- tuencies in the work programmes, the Minister maintained that developmental works should be taken up even if there is law and order problem.
The Minister also said that he would like to know how the Department is now having liabilities for over Rs 200 crores.
Works Commissioner Henry K Heni who also spo-ke at the occasion pointed out that even if the PWD is a major department having sufficient resources, the working system could not be improved as a resultant of the ineffective service condition. Law and order problem is another factor that impede field supervision, he added.
Chief Engineer of PWD Ng Rashtrapati said that Dept has not be able to perform its duty of improving the condition of the road and the bridges in accordance to the aspiration of the people due to various problems.
Though a huge amount of fund is being released under the Special Plan Assistance (SPA), the Dept faces difficulties in allot-ment of work order thereby delaying the process of development, he added.

NSCN (I-M) hits back at Khaplang leader’s remarks

IMPHAL, Jul 5: ‘The NSCN (I-M) always stand for pea-ce, because if establishing peace in Nagalim is not our objective it makes none-sense of Nagalim for Christ’, stated the Naga outfit.
In response to the remarks allegedly made by Khaplang leader Wangtin against any peace with NSCN (I-M), the ministry of information and publicity of NSCN (I-M) said under no circumstances NSCN (I-M) will put at risk the existence of the outfit and its standing reputation as Naga people’s mandated body to speak and act for the God-given burden of Naga strug-gle. The helpless utterance of Wangtin against any peace with NSCN (I-M) is nothing surprising. Because a group of Khaplang mindset, oriented to cause all sorts of roadblock to peaceful settlement of Indo-Naga problem will always have the demonic courage to smear colour to others to save their skin, the statement said.
The stumbling stooges like Khaplang, though responded in positive manner to the GBs and DBs as a face saving gesture never get the final seal of approval from the real mater who actually runs the show. It is the master’s order that Khaplang group should not facilitate peaceful road to Naga issues and the devil’s job will have to be fulfilled for they are armed and paid for the purpose. As a matter of fact, even God’s Angel may not be able to change the sheep’s clothing of Khaplang group who are nothing but wolves, the statement said.
In the meantime, the statement further said, the NSCN (I-M) will not accept the establishment of any new designated camp for Khaplang group. A group with such dubious mission of Naga destruction can no longer be tolerated or forebear with to enjoy such uncalled for status.
Let the God of Nagalim be the judge to identify the elements of true Naga patriots and National workers from the like of Khaplang’s disciples and let God of ‘Nagalim for Christ’ take control of Naga affairs at this juncture of confusion created by Khaplang men and their masters.
Wangtin’s hypocritical replay thus carries no face value. He should again turn to his masters to respond to the NSCN (I-M) ‘s statement as part of his stratagem to fool the people over again.
With due respect to the peace initiative of Nagaland GBs Federation and Nagaland DBs Association, NSCN (I-M) regretted certain lapses in the matter of such highly sensitive nature that has to do with the elusive goal of stopping bloodshed and fratricidal killings among the Naga brothers. The GPRN way of official conduct demands certain procedure to be followed by any civil organi- sation initiating on such matter. Going to the press in hurry before presenting the resolutions for GPRN’s final seal of approval is tanta- mount to disregarding good ethical norms, the statement added.

ZSF issues progress report card of road constructions

IMPHAL, Jul 5 : After inspecting the progress of the Churachandpur-Singn-gat road (Tedim road) and Singnat-Sinzawl-Tuivai road funded by the NEC under the Ministry of DONER on June 28 and Jun 29, the Zomi Students' Federation has adopted a three point resolution for the early completion of the said roads.
In a statement, the student body said that after a two day inspection of the work progress on the said stretches of road, it adopted three resolutions.
The resolutions include pressurising the State Government and the NEC for handing over the remaining construction works of Guite Road to Border Roads Organisation, as per the previous MoUs signed between it and the State Government as well as per the Cabinet decisions taken in this regard on September 2, 2006; to urge the NEC for immediate withdrawal of its Tender Notice (No. 141) issued for Guite Road project if no concrete steps are taken to hand over the same to the BRO and to oppose any attempt by the authority concerned to nullify the rightful demand.
The inspection tour was taken by 7 members of the ZSF led by its president S Kapkhanmuan.
On the construction works being taken up on Tedim road, the student body said that the length is approximately 32 kms for which a sum of Rs 2732 lakhs has been sanctioned. Out of this Rs 82.327 lakhs has been earmarked for each and every kilometre.
Without mincing words, the student body said that has been no remarkable progress of the work. No official work order has been issued till date, said the statement and added that the same may be issued soon.
ZSF appealed to the PWD and the contractors to take up the work with sincerity and added that it is also the gateway for the proposed Behiang Trade Centre as well as connect it to Mizoram.
The student body further said that Tedim Road is covered with pot holes and stagnant water and the width of the road is too small in view of the growing volume of traffic. It needs upgradation said the ZSF and added that quality of the road should be maintained by the NEC. Giving the length of Guite Road as 128.17 kms with the amount sanctioned by the NEC pegged at Rs 8251.79 lakhs, ZSF said that the specification laid down is that the minimum width of the road should be 24 feet. Tender notice has also been served for the road with an estimated cost of Rs 3696.87 lakhs and the State PWD will be the implementing agency.
On the progress of the work, ZSF said that the construction work has been done on and off or partially along the stretch. Several contractors had started their work way back in November last year, said the student body and added that only a few of them have executed the work in conformity with the NEC specifications. The executed work portion are flooded with stag- nant water, pot holes mud and landslides.
Contrary to the specifications, the formation and cutting works executed till date are too narrow with some limited to only 14 to 18 feet against the specified 24 feet, alleged ZSF. Proper maintenance of the completed road portion is absent, said the student body and added that widening work can be seen only in and around 6 portions amongst which only one portion is found satisfactorily.
The total road length where the work is in progress is approximately 25 kms. Asserting that the villagers along Guite road, are satisfied with the ongoing work, ZSF said that the contractors are not adhering to the specifications laid down by the NEC. The work force is too small and no proper maintenance could be seen, asserted ZSF.

MUTA states stand
An emergency GBM of the Manipur University Teachers' Assn (MUTA) convened today at the lecture hall of Political Science Department resolved to appeal to the MU authority to furnish an unambiguous clarification concerning the issue of fake pur-chases giving details of the fund withdrawal. It also sought a definit clarification on allega-tions levelled against four Heads of Depart-ments by July 7, con-veyed a MUTA release. After deliberating on the alleged ambiguous letter sent by the Vice-Chancellor on July 4, MUTA resolved to urge the MU authority to publicise its clarification as in the case of the proceedings of the meeting of HoDs and Deans on June 8 and the press statement made on June 16 with copies endorsed to the four Heads of Deptts concerned. It unani-mously resolved to continue with the ongoing noncoopera-tion stir. The meeting concluded with a decision to convene another meeting on July 9 to review develop-ments and discuss further line of action, added the release.

Some unidentified armed persons fired some rounds at the home of the Secretary of the Board of Secondary Education Manipur Lairenlakpam Rajmohon at Naoremthong Khumanthem Leikai at about 4.40 pm today. The unidentified persons numbering four came on two bikes. While two of them stayed near the gate, the other two moved in towards the courtyard. Besides firing some rounds in the air there, they also fired at a scooter and a Honda Activa. The two vehicles suffered some damages. However, L Rajmohon was not at home at the time. On receiving information of the firing, a police came and conducted a search operation.

Shot dead
A youth believed to be an Assam Rifles personnel, identified as Romesh of Wangoo was shot dead by unidentified gunmen today at Tangkham Awang Leikai in Imphal East at about 7.30 pm. Sources said that Romesh was abducted along with two persons yesterday from Sawom-bung. The other two persons were let off with a ‘lesser punishment with one bullet each on the left thigh.’ The two survivors are identifed as Mongjam Itocha of Samaram, presently staying at Luwangshangbam and Krishnadas from Assam. Both have been admitted to JN Hospital.

IMPHAL, Jul 4: As a part of its MCA programme, a three months paramedic training for rural girls of Chandel district was conducted by 44 AR under the aegis of Hqs IG AR (S) at Chandel from May 1 this year, said a release by AR PRO.
The basic objective of the programme being participated by 21 girls is to impart training on basic first aid, health and sanitation and midwifery, added the release.

IMPHAL, Jul 4: The proscribed PREPAK has refut- ed any connection whatsoever between the outfit and Thongam Raju alias Anand s/o Sanayaima of Tentha Khunou Bazar arrested by troops of 34 AR with the allegation of being a Sergeant Major in the PREPAK.
Thongam Raju alias Anand is an innocent married man having three children, earning his livelihood by pulling rickshaws.
Such act of levelling false and fabricated allegations against innocent civil- ians is an open ploy of secu-rity forces to give some sort of legitimacy to their atro-cities, remarked the outfit's Thoubal District comman-der Rocky Meitei.
Cancer detection
IMPHAL, Jul 4: A talk on Cancer detection and prevention was organised at Chassad under the aegis of HQ IGAR (S). The lecture was delivered by Dr (Mrs) Ritu Joseph in the Family Welfare Centre of the Battalion and was attended by all the ladies of the station and their husbands. Local women were also invited to the lecture. The lecture was exhaustive and comprehensive and covered numerous aspects of cervical and breast cancer.
Bomb attack condemned
IMPHAL, Jul 4: The Thoubal District Medical Department Employees Association and the Family Welfare Department Employees Association have strongly condemned the act of hurling a bomb at the residence of Chief Medical Officer Thoubal, Dr Ksh Manglem, conveyed a joint press release.
They further appealed to all concerned not to undertake such intimidating acts against officers and staff of the two Departments in future.

Kohima, Jul 4: In a major ganja haul, Police Narcotic Cell personnel stationed at Khuzama check gate near Kohima this afternoon seized 2600 kilograms of contraband ganja (marijuana).
The consignment was seized from the possession of Thakur Baral (30), son of late M. Baral of Paspati under Senapati district of Manipur and Suraj Baruah (18), a handyman, son of Soniya Baruah of Charhajar, also under Senapati district. Their vehicle (MN01-6722) is also seized. A case in this connection has been registered and the two forwarded to judicial custody for further investigation.
In another incident, narcotics police at the same outpost seized 20 kilos of contraband ganja from the possession of one Mrs. Sa-na (30), wife of Nilli of Tadu- bi village under Senapati district. A case in this connection has been registered as well and the accused forwarded to judicial custody.
Ganja seized (Jiribam): Troops of 5 Assam Rifles seized 3000 kgs of Ganja from three persons from near Longchai village in Tamenglong district today, reports our Jiri correspo-dent. The arrested persons have been identified as G Gaijei (40) of Longchai, L Kumar (40) of Dibong Khu-nou and Janai Das (38) of Gowljam of West Bengal. The arrested trio along with the seized stuff have been handed over to Jiri Police Station.
PDS remains an illusion for many villages under Saikul, Saitu blocks

IMPHAL, Jul 4: For some villages under Saikul and Saitu blocks, the Public Distribution System of the State Government remains an illusion. The people of the marginalised villages have not been receiving PDS items since many years back. These villagers even do not know their ration agents/dealers.
This was conveyed to a combined team of Komrem Development Organisation (KREDO), Komrem Students' Union (KRSU) and DESAM and FCS officials who went there.
Most of the villages visited by the team do not get commodities like rice, sugar, kerosene oil etc at the Govnt subsidised rate while at ma-ny other villages, benefi- ciary families receive far less quantity of PDS items than the allotted quantities.
Irked at the total failure of PDS there, KREDO general secretary N Khuplenthang called upon the ADC Kang-pokpi and FCS officials not to issue utilization certifi-cates declaring that PDS items have been delivered to the beneficiary people with-out actual verification.
Appealing to issue UCs only after spot verification, he asserted that the PDS items lost on the way before reaching the people should be reimbursed by the district administration and FCS officials.
Taking serious note of such irregularities in distributing PDS items, Khuplen- thang said that the 3 bodies will go to other tribal villa-ges of hill districts to check implementation of PDS.
Of the villages visited by the joint team today, Nung-shai Chiru, Bungte Chiru and Ichum Keirap are located in Senapati district just beyond Bishnupur district.
The four villages of Bungte Chiru, Vainem, Thangbu Laimaton and Nungang together got just 10 bags (1 quintal each) of rice per month. However, Bungte Chiru village has not been receiving even the meagre quantity of rice since last year.
Even as kerosene was distributed in the village last month at the rate of Rs 15 per month, many families did not get their quota due to the meagre quantity allotted to the agent.
The people of Maibung located near Imphal East district has not been receiving PDS items for the last 10 years. They do not know even their ration agents. Likewise, PDS items remain an illusion to the people of Sinam Kom village.
The problem is further compounded by change of ration agents/dealers with the election of new MLAs and clubbing of two/three villages under an agent, observed the team.

Loukoipat mishap case reaches HC

IMPHAL, Jul 4: Accusing the State Government of fai-ling to provide life saving equipment and other essential safety measures at Loukoipat, families of three victims who drowned after their boat capsized in Loukoipat on May 27, have filed two separate writ petitions before the Gauhati High Court.
On the fateful day, Keisam Lata Devi (40), her son K Berlin (12) and K Naoba (7), cousin of Berlin, all residents of Yairipok Bish -nunaha Awang Leikai and rower Khaidem Kumar (52) died after their boat capsized in the middle of the lake.
The writ petitions were filed by K Shantikumar, husband of the deceased Lata and father of late Berlin, and L Lokendro, father of late Naoba. They prayed the Court to issue a direction to the State respondents to pay Rs 10 lakhs each for the three victims as compensation.
The petitioners contended that the tragic incident occurred due to failure of State authorities to provide life jackets and other emergency equipment , said advocate Ch Lokendro appearing on behalf of the petitioners.
Having heard the matter Justice UB Saha, in his Imphal Bench sitting on July 2 had issued notices to the State respondents making them returnable within six weeks, said the advocate.
The State respondents listed in the notice include the Chief Secretary and Chairman of Loukoipat Ecological Park Management Committee.

MLA outrightly rejects charges of JAC Khomidok

IMPHAL, Jul 4:Rejecting all the charges levelled agai-nst him, MLA of Khurai A/C Dr Ng Bijoy has clarified that he had not given shelter even for a moment to any person involved in the killing of Mina Bibi of Khomidok and said as an elected representative of the people he would like to resolve the issue impartially.
Addressing a press conference at Manipur Press Club here today, Dr Bijoy rejected all the allegations levelled against him by the JAC formed in connection with the incident.
Instead of levelling such false and malicious charg-es, it would have been better on the part of the JAC to approach him as an elected representative of the people for resolving the issue, he observed. He said while the incident took place on May 6, he heard about it on only May 7 while returning from Delhi. Immediately, he went to the village along with the SP of Imphal East to look into the matter.
During the course of talking with the family members of Mina Bibi in conn- ection in the unfortunate incident, some of them said she was hit by an iron rod on the head while some others maintained that it was on her neck. When inquired further whether there was any scar mark or bone of her skull was broken, the family members replied in the negative. So when he further questioned on the me- dical history of the deceas-ed woman, the family mem- bers revealed that she was a BP patient to which he had simply remarked that she might have had BP stroke.
‘All that I had observed was that there should be some scar marks if she was killed with the help of iron rod or some other blunt object. But the people were very agitated that day and so I came back by saying that we may discuss the matter on some other day’, Dr Bijoy said.
While conceding to the charge that he had not come to meet the injured persons, Dr Bijoy asserted that he has been keeping contact with the Pradhan of Khomi-dok Gram Panchayat Md Nijamuddin who advised him that it would not be pro-per for him to come there owning to the prevailing tension. ‘Nonetheless, I have been waiting for the opportune time to pay a visit in consultation with the Pradhan’, he added.
Contrary to the allegation of the JAC, Dr Bijoy clarified that he had not gone to the house of the alleged accused, Md Babu whose house had been set on fire by the people nor met any of his family members after they fled.
‘But on hearing that their granary had been burnt in the fire and they have nothing to eat, as a responsible elected representative of the people I had told some of my people to send half a bag of rice to them’, Dr Bijoy said.
‘Even if I have not gone to the respective houses of those who sustained injuries in the clash, I have met those who were admitted to the hospital for treatment. Since both the parties are people of my own constituency, there is no question of favouring one group over the other’, he clarified further. While assuring every possible help from his side toward resolving the issue, Dr Bijoy appealed to the JAC to work with sincerity and keeping the interest of the people the mind.

JAC pickets CM's office

IMPHAL, Jul 4: Demanding befitting punishment of the doctors accused of negligence that led to the the death of Keisam Sunibala alias Pakpi of Utlou, at RIMS on July 1 after delivering a baby at Leirik Memorial Charitable Hospital, a large number of people picketed the official residence of the Chief Minister today.
The JAC Against the Death of Keisam Ongbi Sunibala alias Pakpi Due To Negligence of Dr Laishram Sukumar came to submit a memorandum to the Chief Minister today at about 3.30 pm.
However, the large number of the JAC members were blocked by police in front of the Chief Minister's residence.
As the people tried to breach the police barricade, a tussle erupted between the two sides.
\With the arrival of top police officials, the enraged mob was flushed out till the gate of MSRTC.
In the mean time, another team of JAC members marched towards the CM's official residence. They were also blocked by police near Nupi Lan Memorial Complex.
Later three representatives were allowed to hand over to memorandum to the Chief Minister.
According to the memorandum, Dr L Sukumar, the prime accused in the case, was responsible for the death of two pregnant women earlier due to his negligence.
It demanded immediate termination of incompetent Dr Sukumar and to award befitting punishment.
Reacting strongly to the clarification of Dr Sukumar allegedly aimed at covering up his faults, the JAC maintained that the doctor should confess his guilt to the people. The JAC asserted that they would not make compromise under any circumstance until and unless Dr Sukumar is terminated from service for good.

Tamei in the death throes of malaria

IMPHAL, Jul 4 : Inspite of frequent outbreaks of malaria in the remote areas of Tamei sub-division in Tamenglong district, there are no adequate medicines at the Primary Health Centre of the Sub-division. As a result, villagers who can afford are purchasing the medicines from the pharmacists to save themselves from the epidemic while those who cannot have been left to their own fate.
Over and above this, due to absence of microscopic facilities and irregularity of the doctors on duty at the only healthcare centre of the area, malaria patients have to be brought to Imphal for treatment. On the other hand, even if symptomatic signs of malarial infection appears, many of the poor villagers who could not shell out money for treatment are depending on the herbal medicines prepared by the local quacks.
With the onset of rainy season, outbreak of malaria has been an annual phenomenon in the remote villages of Tamei Sub-division like Konphung, Leng- long, Dikurum, Katang, Chaton, Eleng, etc and many people have fallen prey to the disease. Yet the Government has not taken up any concrete measures to prevent death from malaria.
Talking to The Sangai Express, an official of the Primary Health Centre at Tamei disclosed that reports of outbreak of malaria in the remote villages of the sub-division have already started started coming in for this year.
However, from out of the required medicines to be given to the malaria patient like Chloroquine, Primaquine and E-Mal only Chloroquine is available at the centre.
Chloroquine is also a medicine which is not used in modern days as it is fully effective.
There is no guarantee that a patient will be saved by taking this medicine, although its cost is very cheap.
Therefore the villagers who can afford are heading for the pharmacies to purchase the other two medicines even if their cost are relatively very high while those who could not afford are left to fend for themselves.
It is said a full course of Chloroquine medicine cost only Rs 20 while Primaquine and E-Mal costs Rs 85 and Rs 375 respectively.
Even for those who can afford to buy Primaquine and E-Mal, their survival from the disease hangs by a thread, as they cannot take the full course of these medicines due to short supply. These medicines are to be made available to the people free of cost from all the District Hospitals, Primary Health Centres and Sub-Centres. It is also manda- tory on the part of the officials of the District Vector Borne Diseases Control Society to provide medicines for treatment of malaria free of cost if they detected any case of malarial infection during the course of touring the villages. However, it such benefits are nothing but wishful thinking for many people living in these remote villages.
Secretary of Konphung village Kh Lunglinbo informed that atleast one member of in every families in the village are suffering from ailments with related symptoms of malaria they do not go to the Primary Health Centre at Tamei as the doctors on duty are absent most of the time and there is no medicine and prefer to go to Imphal for treatment, if they have the money. Last year 10 persons died from malaria while 5 persons are currently suffering from it in the village.
As many of the families are also poor, they depended on locally available medicinal plants like Nongmankha for treatment, he informed.
Another official of the Tamei Primary Health Centre disclosed that four patients from Lenglong village and five others from Konphung village have come to the centre for treatment this year so far.
Many villagers do not come to the health centre for treatment on account of deplorable condition of the road and transportation in the area, the official said, adding that three persons from Lenglong village died from malaria last year.
Interestingly, with the main objective of spreading awareness among the people to control malaria and to collect blood samples from the affected people to find out the extent of malarial outbreak in the State the Anti-Malaria Month is currently being observed under the aegis of Manipur State Vector Borne Disease Control Society in different parts of the State since June 22. But many affected many people living in the remote areas are not getting the required medicines for treatment.
Taking serious note of this stark reality, the chairman of Tamei Headquarters Village Authority Pouken said it is high time for the authorities concerned to wake up to the need of the hour and pay attention to the problem being faced by the people living in the remote area even for treatment of such common disease like malaria.

Municipality status for Moreh
Naga bodies veto CM's idea

Imphal, Jul 3: The idea mooted by Chief Minister O Ibobi Singh to upgrade the border town of Moreh to the status of a Municipality has irked the Naga civil societies in Chandel district rather than drawing appreciation.
Opining that sincerity and commitment of the Government is the most important factor required for development and prosperity, the Chandel Naga Peoples' Organisation (CNPO), Naga Students' Union, Chandel (NSUC), Naga Women Chandel (NWC) and all their federating units while expressing their resentment against the remark of the Chief Minister, have urged the latter not to kick up ruckus unnecessarily.
The Chandel Naga civil organisations said “Moreh border town is part and parcel of Chandel district which is a tribal region although the town is being settled by different communities”.
The CNPO, NSUC, NWC and their federating bodies said “as such, any plan or policy either of the Central or the State Governments that contemplates” to be applied in the region should not be against the interest of the tribal communities.
The Naga organisations of Chandel district then asserted that they deeply support the idea of development and prosperity of Moreh town and its surroundings and also “our deepest concern for the peaceful co-existence of all the communities”.
The Autonomous District Council Act is already enforced in all the hill districts and therefore, no other policy or programme should be envisaged at this juncture in the region,” stated firmly the different Naga social organisations of Chandel district.
Finally the Naga organisations of the district urged the state chief minister to do something which is in the interest of all the communities of the area and the district.
